- This is a sources sought synopsis. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone, Service Disabled Veteran-Owned Small Business and Small Business offerors. The Naval Facilities Engineering Command (NAVFAC) Expeditionary Warfare Center (EXWC) will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. This Sources Sought announcement is a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and in the Federal Business Opportunities (FEDBIZOPPS) websites, if the Government intends to continue with the procurement. NAVFAC is the Navy's Ashore ATFP Program Manager and Execution Agent. A wide variety of program management support, engineering and technical support, execution support, and logistical and sustainment management support services are required to support the NAVFAC ATFP Ashore Program under the guidance and direction provided by the Commander, Naval Installations Command Shore Installation Protection Program, which is comprised of three major categories: 1) Physical Security Systems: Access Control Systems; Air Defense; Counter-Bomber; Explosives Detection; Inspections; Intrusion Response; and Waterside Protection. 2) Command and Control: Wide-Area Alert and Notification; Attack Assessment; Command, Control, Communications, Computers & Intelligence; Decision Support System; Early Warning; Operations Centers; Reconnaissance; and Security Surveillance. 3) CBRN: Detection, Protection, Response, Recovery, Medical Response and Surveillance. Due to the constant and unpredictable evolution of the ATFP Ashore mission, rapid technological change, the need to meet new threats, and the nature of the capabilities to be fielded, the scope of support services can be expected to vary. General support services could include: 1) Providing technical insight and recommendations to a larger joint government contractor matrix team involving multiple organizations responsible for the identification, evaluation, installation and sustainment of landside physical security equipment. 2) Monitoring project execution and follow-on sustainment efforts against schedules and budgets, project quality and customer satisfaction. 3) Providing management support to the NAVFAC ATFP Ashore Program Management Office, including writing and reviewing draft program policy documents, providing guidance to contractors and Navy technical personnel, conducting special studies to evaluate the effectiveness of the ATFP Ashore Program, preparing program summaries and reports, providing support for briefing sponsors on program achievements and recommended policy or programmatic changes to resolve identified technology insertion and follow-on sustainment issues.
