Description

INTRODUCTION/PURPOSE The Federal Aviation Administration (FAA) Airport Cable Loop (ACL) program is requesting industry feedback with regard to commercially available Add-Drop fiber Optics Multiplexer (ADM) equipment and how it may fit into the FAA mission. This equipment would be used to interface voice and data between various airport facilities. The ACL program is responsible for the sustainment of current telecommunication infrastructure and replacement of obsolete telecommunication infrastructure at airports throughout the National Airspace System (NAS) and may be conducting a future acquisition. The FAA has captured existing requirements and is making them available as part of this request. As a result of developing the requirements and with an understanding of ADMs already in the infrastructure, several questions arise and are listed below for vendor review and response. The FAA has included a matrix with the requirements identified. Please complete the matrix indicating whether the requirement can be met without modifying the existing equipment, and include any additional comments that may clarify an understanding of the requirement. If the requirement cannot be met without modifying the existing equipment the FAA requires an explanation. INCUMBENT CONTRACTOR There is an incumbent contractor for this procurement. The contractor is Nextira One Federal DBA Blackbox located in Herndon, VA, and contract DTFAWA-07-C-00028. NATURE OF COMPETITION The acquisition strategy for the procurement has not been determined at this time. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE 334210 SUBMITTAL REQUIREMENTS FOR MARKET SURVEY Responses do not have a page limit and should include all product material available for the equipment that may meet the FAA requirements. 1.What are the lowest replaceable units (LRU) that an on-site technician may replace to restore service on the equipment considering availability and mean time to restore? Please be specific to the cards for the ADM being recommended. 2.How and where is your configuration data for the ADM stored? 3.Please answer Yes (Y) or No (N) to the following questions: a.Does the ADM solution provide the following features? Please see Attachment “ Appendix A_ ADM. Response to be submitted using the following naming convention: Appendix A_ADM_(insert your company name).doc b.Does the ADM solution provide a Remote Maintenance System (RMS) with the following features? Please see Attachment “ Appendix B_ RMS. Response to be submitted using the following naming convention: Appendix B_RMS_(insert your company name).doc 4.How many DS1 and Ethernet (by type) ports are available? 5.What is the cold start duration of the ADM? 6.What are the storage temperature ranges? 7.Please complete Attachment “ Business Declaration Form. Response to be submitted using the following naming convention: ADM Business Declaration Form_(insert your company name).pdf 8.Please submit a copy of the company ™s SBA 8(a) certification letter, if applicable. The FAA reserves the right to review and verify each offeror ™s program eligibility. 9.Please state whether the existing ADM equipment can be found on the GSA schedule. 10.Please provide the expected programmatic approach (in-house, teaming, subcontracting, etc.). Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.
