Questions and Answers Amendment # 2 is to Open the solicitation to post Questions and Answers and Extend the Solicitation to March 28, 2014 at 12:00 noon, EasternStandard Time (EST). Vendors may resubmit their solicitations by March 28, 2014 by 12:00 noon, EST. FBO Notice Content Producer Hausa Mobile Stream Questions and Answers 3/26/2014 V001-14-IQ-00428/V001-14-IQ-00429 •1. Is the talent vendor responsible for providing equipment (cameras, laptops, editing software) for the content producers? If so, are these items to be included in the hourly rate or cost-per-assignment? Or, will equipment charges be billed as separate line items when invoices are submitted? Answer: No. the Talent Vendor uses installed standard equipment in the workspace environment. 2. Are the content producers required to be US citizens? If yes, are they required to hold any Security clearance, or undergo any background checks? Answer: They may have a Green Card Hausa language-proficient residents in the US. Not necessarily US Citizens. Answer: Yes, an investigation/Background check will be performed on each contractor. 3. Does the government intent to provide any job-related training on Pangea or other systems to the content producers? Answer: Yes, because this is VOA's first and only Mobile Stream passing through an Untested turf. We must train Talents on the job in order to maintain standards. 4. Is the content producer based in Nigeria expected to report to a VOA office at any time? Or will this producer remain based in the field? Answer: The content Producer based in Nigeria will remain mostly in the field but reports quarterly to the VOA Bureau in Abuja for content pre-production editorial meetings. 5. Is the content producer based in DC expected to report to the DC-office? Or will this content producer work remotely at the site of the contractor? Answer: Yes, Cohen Building in Washington, D.C. 6. How many resumes can be submitted for each position? Answer: This is a business decision. Hausa broadcast Talent Vendors resident in the US are hard to come by so even three CVs should rightly be considered as many. 7. The SOW described a workload not to exceed 20 assignments per month. Of these 20 assignments, how many assignments are expected to be 4-hour engagements; how many assignments are expected to be 8-hour engagements? Answer: We are pioneering a 24/7 Mobile Stream that programs round the clock. So depending on the content; market review, breaking news updates and interactive web postings on this new mobile station, it can take more than eight hours to provide 20 assignments in a day. So, in fewer words, we don't time productions since emphasis is on quality and deadlines and timelines. 8. Does the government wish interested contractors to submit a flat hourly rate? Or should the rate be based upon 4/8 hr assignment blocks? Answer: This is a 20-Assignments-based mixed-grill of content production work per day. 9. Is the period of performance for 3 months? Below (copied from Pricing sheet) it reads March 2-May1 (2 months)?? Answer: I don't' think this Mobile Stream will come to an end in 3 months. And since I don't control the budget; I defer this question to the AO. I expect the Talent Vendor to be engaged for at least one Financial Year. 10. Are you looking for 2 staff with one based in D.C. and another in Kano? Answer: Please see Statement of Work for specifications of requirement for 1 person. 11. Will travel expenses be covered between D.C. and Kano? Answer: No. 12. Do we need to submit two resumes or only one resume? Answer: This is a business decision. 13. The attached services and price schedule is in months but the body of the RFQ specified pricing in blocks of 4 and 8 hours. Answer: The position of Production Services for the African Division is priced by Assignment. 14. Must the price proposal be a separate document/file from the technical proposal? Answer: Yes.
