Description
This is a Sources Sought announcement. There is no solicitation available at this time. The Department of Veterans Affairs (VA), Philadelphia Regional Office and Insurance Center, 5000 Wissahickon Avenue, Philadelphia, PA is conducting market research to determine the existence of companies that can perform the following. BACKGROUND: Our current Interactive Voice Response System (IVR) is supplied by a vendor that has provided services and solutions since 1991. This vendor developed and maintains all the proprietary software and programming for our existing IVR applications. Insurance and Education are currently looking to either upgrade, modify, or replace the current system that exists. The contractor shall have prior experience with IVR systems, and provide technical guidance and assistance, as well as maintenance with their solution. Attached below is a draft of the scope of work that shall be in the final RFQ. The requirements are subject to change. SCOPE OF WORK The Contractor shall provide all resources necessary to accomplish the following: INSURANCE IVR a.Contractor shall provide an IVR solution capable of running in a Windows Server 2008 R2 Environment b.Contractor shall provide an IVR Software capable of running utilizing Microsoft SQL Server 2012 Enterprise Edition c.Insurance IVR System must be capable of custom programming to run stored procedures against Microsoft SQL Database. d.The Insurance IVR system solution shall allow callers to receive specific insurance policy information from three major categories: 1.Dividend Information 2.Loan/Cash Value Information 3.General policy and premium information 4.There will also be an option for the user to request system-generated status letters relating to the information in any of those three categories after they are accessed, and an option to have an Annual Policy Statement or a beneficiary designation form released at various spots throughout the application. e.Contractor shall provide a solution that utilizes the appendage ".vox" 'Voice File' or a comparable extension. f.Currently, Insured's calls are accepted by the Tadiran PBX on premise at VA Insurance and immediately forwarded to the IVR system via T-1 connections. Contractor shall be able to work with the current setup or shall provide a new solution. g.The Insurance IVR System solution shall be capable of handling up to 20 simultaneous callers, 5,000 calls per day. EDUCATION IVR a.The Education IVR System solution must be capable of handling up to 80 simultaneous callers, 20,000 calls per day. b.Education IVR must be capable of custom programming to interact with flat text data files INSURANCE AND EDUCATION IVR a.IVR System solution shall utilize VOIP Technology. b.IVR System solution shall be capable of translating text to voice c.The IVR systems shall be available 99% of the time for any 24-hour period. d.Contractor shall utilize existing hardware (see specifications below) and network infrastructure, or shall provide a new solution. i.Six (6) IBM x3650 M2 Dual Quad Core Intel Xeon (E5504) 2.0Ghz processors ii.2 73GB 10K SAS 2.5" hard drives iii.24 GB DDR3 Memory iv.PCI-Express expansion slots (2x8) e.The contractor shall provide a solution that is capable of changing programming within several hours of request from VA, or allow VA to complete routing changes themselves. MAINTENANCE a)Maintenance shall cover all hardware and software. b)Contractor shall provide a solution for emergency coverage and contact outside of normal VA Business hours (6:30am-6:00pm EST M-F). The North American Industry Classification System (NAICS) Code is 541690, and the small business size standard is $6.5M. The government anticipates award of a firm fixed price contract. In addition include what socio-economic category your company qualifies as (i.e; Small Business, SBA Certified HUB Zone Firm, SBA Certified Small Disadvantaged Business, Service Disabled Veteran Owned, Veteran Owned Business, Woman Owned Business). Those qualifying as SDVOSB and VOSB must be verified in Vetbiz, www.vetbiz.gov. All vendors must be registered in SAM https://www.sam.gov. Any information provided is strictly voluntary. The Government will not pay for information submitted in response to this Sources Sought Notice. To be considered in this research, please provide the information above not later than 3:00 EST on 10 April 2014.
