- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is NMAN7200-14-00870. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This procurement has no set-aside. The FSC for this is 1910 and the North American Industry Classification System (NAICS) Code is 336611, small business size standard is 1000 employees. The U.S. Dept of Commerce, NOAA Office of Marine and Aviation Operations, ship Ferdinand Hassler, New Castle NH, has a requirement for the following services: Statement of Requirements (SOW) (HA-Support/service on SperryVisionMaster system) 1.General Provide technical support/service on SperryVisionMaster ECDIS and Radar. 1.1Government -Furnished Material 1.None 1.2Contractor-Furnished-Equipment (CFE) 1.Spare SperryVisionMaster ECDIS Node unit equivalent currently installed processor unit Model: PCM4 Marine Computer G43 OEM A Part #: 04700-008 rev. J 2. Magnetrons for both X and S Band SperryVisionMaster radar units 1.3Requirements. Contractor shall provide installation labor, installation material, cables, mounting hardware as required. 1.Diagnose/resolve inconsistent/ slow booting of system nodes on SperryVisionMaster ECDIS. 2.Provide spare SperryVisionMaster ECDIS node and provide software at same level as other system nodes. 3.Diagnose/resolve absence of wind instrumentation input to SperryVisionMaster ECDIS. 4.Test spare node in system by temporarily disconnecting a working node and connecting the spare in its place. Demonstrate spare node's operation at the system level, to the satisfaction of the ship's Commanding Officer and COR. 5.Disconnect the spare and reconnect the original node. Demonstrate the operation at the system level, to the satisfaction of the ship's Commanding Officer and COR. 6.Deliver the spare node to the COR. 7.Evaluate Radar performance, tune and change magenetrons if required. 8.Address/answer operational questions from ship's officers; how to install and update the chart inventory. 1.3Quality Assurance. 1.The Contractor shall perform an operational test, at the system level, of the complete SperryVisionMaster ECDIS and radar systems to the satisfaction of vessel Commander Officer and the NOAA Contracting Officer Representative. 2.The Contractor shall perform an operational test, at the system level, by swapping in the upgraded spare node, and again by reinstallation of the original node in place of the spare node all to the satisfaction of vessel Commander Officer and the NOAA Contracting Officer Representative. The following provisions and clauses apply to this solicitation and any resulting purchase order: FAR 52.212-1 Instructions to Offerors-Commercial Items (JUN 20078) FAR 52.212-3 - Offeror Representations and Certification-Commercial Items (APR 2011) - NOTE: Offerors may include paragraph (b) through (k) with quote OR enter electronically at http://orca.bpn.gov and submit paragraph (l) with quote. FAR 52.212-4 Contract Terms and Conditions Commercial Items (JUN 2010), with addenda: FAR 52.247-34 F.O.B. Destination (NOV 1991) FAR52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (APR 2011) {Fill-in: Part B, Check Items 4, 6, 8, 23, 26, 28, 29, 31, 38, and 48} No Defense Priorities and Allocations System (DPAS) rating is assigned. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. In order to comply with the debt collection improvement act of 1966, ALL CONTRACTORS must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov Additionally, each offeror must obtain, and PROVIDE WITH THE QUOTE, their nine-digit Dun and Bradstreet (DUNS) number.
