- Vendor Packet Mental Health Services Bid Packet This is a subcontracting opportunity with Management & Training Corporation (MTC), operator of the Paul Simon Chicago Job Corps Center. MTC is requesting bids for Mental Health Consultant Services. Services to be provided are outlined in the scope of work. All bids must be returned by mail, electronically or fax; and received no later than 12:00 PM CST on April 16, 2014.
