- This is a REQUEST FOR INFORMATION. REFERENCE NUMBER: SSA-RFI-14-1025 The Social Security Administration (SSA) is seeking responsible vendors that are capable of providing a completed COTS Learning Management System (LMS), including software, associated licenses, maintenance, training and support services. The user population will be up to approximately 88,000, including Government employees and contractor personnel. The assumptions listed below apply to this requirement: SSA is primarily seeking a contractor hosted LMS solution, accessible via a Uniform Resource Locator (URL) on the Internet. The LMS could also become a platform for delivering synchronous distance learning as well as asynchronous training content. The goals for a learning management system are: a central repository where all users worldwide can easily access and search for courses on identified topics 24 hours a day, 7 days a week; ease of course set-up, registration, approvals, prerequisites, scheduling, pre/post class surveys, and notifications management; flexible reporting capability with the ability to create custom reports internally; ability to integrate online course content provided by a third party vendor that includes online courses, audio-books and video series. Your response must address the following: ?Ability to track training from several different settings and environments (i.e. modalities) including online course content (eLearning,) video streaming, broadcast distance learning training, classroom training (face to face instructions,) online books and informal training such as mentoring and conferences/events. ?Flexible standards - based platform which meets the Section 508 compliance requirements to ensure accessibility to employees with disabilities. Are all of the features you describe currently live and in production or still in development? ?What are the standard features offered with your solution? ?Can the standard features be expanded through additional modules Implementation and Security ?Describe the implementation, integration and installation process ?How is the solution implemented for clients? ?Do you provide customization/implementation services? ?Do you provide help desk support for end-users? ?Do you provide maintenance support for upgrades and enhancements? ?Do you provide service support for system administrators? ?What is the pricing the help-desk and maintenance support? Content and Curriculum Management ?Does your system allow embedding of multimedia, video, audio, URLs, files, simulations (flash and java applets), etc. ?Release or assignment of course content based on users, groups, dates, course activity, grades, etc. ?Does your system offer a comprehensive search feature? ?Support for mobile devices (i.e. BlackBerry, iPad, iPhone, iPod Touch, Android, and other mobile devices such as tablets) which integrates with the LMS ?Describe your LMS?s ability to provide formatted printable attendance, gradebook and learning content ?Are all of the content and curriculum management tools included in the base cost of the product? ?Are the content and curriculum management tools proprietary to the client or provided through a third party vendor? ?Can student wait-lists be rolled into additional classes Collaboration and Communication Tools ?Do you have an announcements/news tool within a course, within a section? Can it be used across the institution? ?Inclusion of a calendar/schedule feature integrated with course tools (i.e. multiple viewing options, personal, course and institutional events available?) ?Are all of the collaboration and communication tools included in the base cost of the product? ?Are the collaboration and communication tools proprietary to the client or provided through a third party vendor? Measurement and Assessment Tools ?Ability to batch upload grades from an external file ?Support for ability of learners to upload assignments online ?Describe your systems ability track user progress and attendance ?Are all of the measurement and assessment tools included in the base cost of the product? ?Are the measurement and assessment tools proprietary to the client or provided through a third party vendor? ?Describe your LMS?s administrative reporting capabilities ?Describe your LMS?s student reporting capabilities ?What tool is used to create reports? Is it third-party (such as Crystal Reports) or a proprietary solution? ?How are skill-gaps assessed, reported and remediation efforts tracked. Application Administration ?Ability to customize look and feel of LMS to support unique branding the Social Security Administration ?Ability for an administrator to take on a specific user?s role (for troubleshooting purposes) ?Explain how the administrator is able to customize and update content within the system Summary: This is a sources sought announcement and market survey for written documentation only.
