- Layberth Services, U.S. West, East, Gulf Coasts From: COMSC N1033 Subject: U.S. West Coast, Gulf Coast or East Coast Layberth Services for Government-owned ships as stated below. THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. Military Sealift Command (MSC) requests information about the cost and availability of U.S. West Coast, East Coast or Gulf Coast layberths capable of berthing Government-owned ships as described in this market survey and commencing as early as October 2014. The preference is for the same ship class to be moored together or in immediate vicinity. Vessels: 1. Five BOB HOPE class: USNS BOB HOPE (T-AKR 300), USNS FISHER (T-AKR 301), USNS MENDONCA (T-AKR 303), USNS BRITTIN (T-AKR 305), USNS BENAVIDEZ (T-AKE 306) Draft = 30 ft. Length Overall = 949 ft. 9in. Beam = 105 ft.10in. Air Draft = 134ft 2. USNS SHUGHART (T-AKR 295), USNS YANO (T-AKR 297) Draft = 30 ft. Length Overall = 906 ft. 11in. Beam = 105 ft. 10in. Air Draft = 132ft 3. USNS GORDON (T-AKR 296), USNS GILLILAND (T-AKR 298) Draft = 31 ft. Length Overall = 954 ft. Beam = 105 ft. 6in. Air Draft = 136 ft. 4in. 4. Three KOCAK class: USNS SGT MATEJ KOCAK (T-AK 3005), USNS MAJ STEPHEN W. PLESS (T-AK 3007), USNS PFC EUGENE A. OBREGON (T-AK 3006) Draft = 30 ft Length Overall = 821 ft. Beam = 105 ft. 06in. Air Draft =134 ft 5. USNS LCPL ROY M. WHEAT (T-AK 3016) Draft = 32 ft. Length Overall = 864 ft. Beam = 106 ft. Air Draft = 137ft. 06 in. 6. USNS 1ST LT HARRY L. MARTIN (T-AK 3015) Draft = 30 ft. Length Overall = 754 ft. Beam = 106 ft. Air Draft = 160.44 ft Pictures of the vessels with a brief description can be found on the MSC homepage at http://www.msc.navy.mil/ Layberth facility requirements: a. Berths with acceptable water depth, turning basin, mooring points and fittings, and fendering to safely berth one or more of the ships described. b. Roadside security c. Parking spaces for 14 vehicles. d. Suitable access roadways e. Ship services, including i. Shore power ii. CHT removal iii. Garbage removal iv. HAZMAT removal v. Oily waste removal vi. Potable water vii. Steam Interested parties shall furnish the following minimum information: 1. COMPANY INFORMATION a) Name of company; b) POC, Telephone Number, Fax Number, Address, and e-mail address (if available); c) Brief summary of company history relative to similar layberth requirements; d) Small business standing (i.e., small or large business; Hub Zone status); e) Businesses responding to the survey must: i. Small Business - demonstrate how 51% of the contract effort will be performed ii. All - provide evidence of sufficient resources to meet obligations prior to invoicing under the contract iii. All - provide a finance plan for providing necessary facilities/resources to meet contract requirements 2. LAYBERTH AND RATE INFORMATION a) Description, layberth capacity, proposed configuration and location of proposed layberth facilities b) Daily cost estimate for berthing (per ship) c) Anticipated shore-power rates d) Storm hardened rating, if any e) Alternative proposals including alternate layberth availability dates f) Time frame necessary to dredge or make necessary changes g) Associated Costs for upgrading layberth facilities h) Whether your company is proposing for some or all of the vessels; i) Any pertinent questions and/or comments 3. CONTRACT STYLE: Firm-Fixed Price one year with four (4) renewable option periods. Reimbursable elements include potable water, fuel for steam generation, electricity, connect and disconnect of services for U/W and docking and directed work (dredging etc). 4.
