Description
*Notice: This is a sources sought announcement. No proposals are being requested or accepted with this request. This is not a solicitation for proposals and no contract shall be awarded from this synopsis.* Purpose: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside FY15 - FY18 modification program. The proposed North American Industry Classification Systems (NAICS) 2012 Code is: 336419 (Guided Missile & Space Vehicle Parts and Auxiliary Equipment Manufacturing). If you feel that there is a better fitting NAICS please add this to your response and as to why it is more applicable. The Government will use the "Questionnaire" (below) information at the end of the Sources Sought to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Service-Disabled Veteran Owned, Hub-zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Background: Air Force Global Strike Command (AFGSC), Missile Engineering Office (MEO) is replacing operational Intercontinental Ballistic Missile (ICBM) System Launch Control Center (LCC) and Launch Facility (LF) power distribution panels and associated circuit breakers. In conjunction with that effort, Air Force Materiel Command (AFMC), AF Nuclear Weapons Center (AFNWC), ICBM Directorate is addressing related impacts to LCC and LF Trainers. The Trainers are located at Vandenberg, Malmstrom, Minot, and F.E. Warren Air Force Bases (AFBs). This modification incorporates common electrical boxes/facings with no change to current operational capability, and are made to match the corresponding operational facilities, and are used to train missile launch (MPTs) crews and maintenance technicians (P&ECST & LFTs) This effort will modify power distribution panels and associated circuit breakers in: 1. Eleven Missile Procedures Trainers (MPTs) 2. Four Launch Facility Trainers (LFTs) 3. Four Power & Environmental Control System Trainers (P&ECST) 4. One Software Development & Maintenance Environment (SDME) An AF requirement in the form of an AF Form 1067 exists to perform this action. Relevant Definitions: Trainer Power Panel Modification Program Program is described above. Missile Procedure Trainers (MPTs) These trainers (2 at each operational base (2X3), 5 at Vandenberg AFB) enable high-fidelity missile launch crew training. Launch Facility Trainers (LFT) T-12 Vandenberg, T-41 Malmstrom, T-13 FE Warren, T-10 Minot (T-9 at Malmstrom is excluded) These trainers enable high-fidelity missile launch facility training for maintenance technicians. Power and ECS Trainers T-21 Vandenberg, T-22 Malmstrom, T-25 FE Warren, T-24 Minot These trainers approximate the power and environmental controls contained in the operational Launch Support Buildings (LSBs) adjacent to each operational launch facility (LF) and enable maintenance technician training. Software Development and Maintenance (SDME) The SDME is a software and hardware development environment contained in the Training Systems Support Center (TSSC) laboratory at Vandenberg AFB. Modification Requirements: 1. This modification incorporates common electrical boxes and facings with no change to current trainer operational capability, and is made to match the corresponding operational facilities. 2. Replace, re-position, and/or modify approximately 33 electrical boxes and faceplates in 11 MPTs, 4 LFTs, and 4 P&ECSTs. 2.1 Replace all internal components and front face in MPTs associated with LCDB (WI) or LCPA (WIII/V) panels. Make trainer unique electrical boxes to match current trainer electrical boxes to maintain a common configuration (MPTs). 2.2 Replace all affected existing power panels in launch support building (LSB) side of the P&ECS trainer; replace with new single LDA panel and associated junction boxes/hardware and replace all internal components and the front face of LDB panel on Launcher Equipment Room (LER) side of trainer. 2.3 Replace all internal components and front face of LDB panel in the LFT upper LER 3. Change SDME circuit breakers and nomenclature to reflect new positions as contained in the MPT's LCDB/LCPA panels. 4. All needed populated circuit breaker panels and some electrical boxes will be provided as Government Furnished Equipment (GFE). 5. Acquire circuit breakers that can be faulted, for use in the MPTs and SDME. 6. Perform installation of modification kits at the four trainer locations. 7. Perform mechanical and electrical test of all installed electrical boxes and their circuit breakers.. 8. Address testing in accordance with (IAW) AFI 99-101 and AFI 99-103. 9. Address design and deployment IAW Department of Defense policy and Commercial best practices, MIL-STD-882E (Safety), and ICBM Configuration Management Plan 62-CMP, with approved Quality Control Programs in-place. 10. Address queries from DCMA and DCAA as required. 11. Several engineering and management personnel require security clearances (to the SECRET level) and the ability to receive and transmit visit requests through their security offices. 12. Hold and control classified material dissemination to the SECRET NOFORN level. Questionnaire 1. Please describe your general experiences engineering and modifying DoD-approved subsystems. What experience does your company have with generating, editing, reviewing, and validating Drawings, Process Orders (PO's), Operating Instructions (OI's), Technical Orders (TO's) and Time Compliance Technical Orders (TCTO's)?
