- THIS IS A SOURCES SOUGHT NOTICE ONLY. This announcement is for informational purposes only. The information obtained may be used for acquisition planning purposes and to determine whether the acquisition may be set aside for small businesses. This announcement does not constitute an Invitation for Bids, Request for Proposals or a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or otherwise pay for the information solicited. The Government does not intend to award a contract on the basis of this notice. Companies responding to this sources sought notice are advised that participation does not ensure involvement in future solicitations or contract awards. NO proposals are being requested or accepted under this notice, and this announcement shall NOT be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract, nor does this synopsis restrict the Government to a particular acquisition approach. Description of Requirement: Provide a complete system architecture and riser diagram of the existing Metasys HVAC Control System serving the Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, New York 13210-2716, HVAC systems to include: a)The current software revision level for the ADX server, NAEs, NCEs, and FECs. Include the storage location of the software and place license information on the riser diagram. b)Full description of the Server ADX hardware and any additional terminal or workstations. This shall be provided as a supplement in a 3-ring binder. c)Show on a one-line riser diagram the location of the controllers (NAEs/NCEs/FECs/DX9100s), routers, and switches, with notes and descriptions, to include: i)Model number and revision number of all controllers, routers, and switches. ii)Communication connection and IP addresses. iii)Panel power source, i.e. electrical panel number, room number, and circuit breaker. iv)UPS information, if exists, to include the brand, model number, and year manufactured. v)Routing and connection of the devices to the field communication busses and to system level/supervisory level network. Indicate the buss type (Ethernet, MSTP, Arcnet, etc.), communication protocol (N2, BACnet, etc.), and the connection type (RJ45, etc.) at the controllers. Indicate room location of each controller, controller type, and equipment controlled by the controller. vi)Show location of spliced connections, t-taps, and splitters on the communication busses. vii)One-line drawing shall be in an elevation view, but there shall be a small plan view indicating the riser locations. viii)Use symbols to keep the drawing organized. ix)The drawings shall be in AutoCAD (.dwg or.dwx) format on E size drawings. Contractor shall provide both a hard copy and an electronic copy. x)If space does not permit all data on one E size sheet, provide mechanical room diagrams on separate sheets. d)Provide a sample one-line drawing. e)Period of Performance: April 15, 2014 through May 31, 2014. The applicable North American Industry Classification System (NAICS) code for this work is 238220, Plumbing, Heating and Air-conditioning Contractors. The small business size standard is $14.0 million. Interested businesses having the skills and capabilities necessary to perform all aspects of the stated requirements are invited to submit a positive statement of intention to submit a proposal as a prime contractor; the attachments should be typewritten and shall not exceed five pages. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: 1.Company Information to include: a. Points of contact, addresses, email addresses, phone numbers b. Identification as a large U.S. business, small U.S. business, or a foreign business. 2. A summary of your related capabilities to provide services listed above. It should be brief and concise, yet clearly demonstrate your abilities to meet the stated requirements including company CAGE Code or DUNS Number, business size and description of relevant contract experience with Government or commercial customers. Limit responses to a total page limit of 5-7 pages in a Microsoft Word compatible format. 3. Address your approach to how the services would be provided as requested above. 4. Provide no more than five contract history matrices for any contract relevant to this effort. (Include information about current work or work completed within 5 years of date of this notice) For all current or past contracts deemed relevant, provide the following administrative reference information. (There is no page limit for this requirement.) a. Company/Division Name b. Program Title c. Contracting Agency d. Contract Number e. A brief description of the contract effort, indicating whether it was development and/or production f. Type of Contract g. Delivery Date h. Original Contract & Value and Current Contract & Value i. Name, address and telephone number of Government Program Director/Manager, and Administrative Contracting Officer (ACO) Potential offerors must be registered in the System for Award Management (SAM). Information on registration and annual confirmation requirements may be obtained at www.SAM.gov. All respondents that can provide any of the requested information should reply by email to richard.williams18@va.gov by March 31, 2014 at 2:00 PM EST. Any questions regarding this sources sought notice must be submitted by email to richard.williams18@va.gov. The Government will not pay for any information submitted in response to this announcement. Any costs associated with providing information to either this notice or any follow-up information requests shall NOT be reimbursed. Costs incurred as a result of this announcement shall be borne solely by the respondent and shall NOT be payable by the Government. The Government will in no way be bound to this information if any solicitation is issued.
