Description
This purpose of this notice is twofold: 1) Industry Day for Cape Canaveral National Cemetery Notice; and 2) Sources Sought Notice Project Description: This project will develop approximately 20,000 gravesites for casket interments, columbarium niches, and in-ground sites for cremated remains. The project will also include memorial walls to commemorate those whose remains are not available for interment. To optimize the use of available land for gravesites, the project will install pre-placed concrete crypts. The first phase will include an early-turnover burial area with temporary administration and maintenance facilities, a temporary committal shelter, minimal roads, and utilities. The total Phase 1 development will develop approximately 95 acres to provide for about ten years of burial capacity. In addition to the gravesite development, the construction includes access roads; an entrance area; flag/assembly area; two permanent committal shelters; an administration building/public information center with electronic gravesite locator and public restrooms; memorial walkway/donations area; maintenance complex; road system; utilities; signage; site furnishings; fencing; irrigation system as needed consistent with water-wise landscaping principles; utility distribution system; and environmental (including historical and cultural resources) preservation and mitigation. The address for Cape Canaveral National Cemetery is as follows: 5525 Highway 1 Mims, Florida 32754 The approximate Construction Duration will be 784 calendar days from the Notice to Proceed. Early Turnover (ETO) is required within 238 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $33.5 Million. CFM intends to conduct this acquisition in accordance with FAR Part 15, Contracting by Negotiation. Industry Day All interested parties are invited to the Department of Veteran Affairs (VA), Construction and Facilities Management (CFM) Industry Day Forum to discuss the construction process for the VA Cape Canaveral National Cemetery in Cape Canaveral, Florida (FL). VA will host an Industry Day Forum to discuss the upcoming VA Cape Canaveral National Cemetery construction procurement. This Industry Day Forum will be used for market research to give CFM the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery construction, capacity to successfully accomplish the work, and small business participation. The Industry Day Forum is scheduled to take place on April 16, 2014 at 10:00 AM at the following location: Eastern Florida State College Cocoa Campus 1519 Clearlake Road Building 3, Room 103 Cocoa, FL 32922 Please respond with your intent to attend to Elyse Kennedy, Contract Specialist, at Elizabeth.Kennedy@va.gov. All questions and presentations from the Industry Day will be made available through an amendment to this notice that will be posted on www.FBO.gov. Sources Sought This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety), also provide firms total bonding capacity (single and aggregate), current available bonding capacity, and expected available capacity for 2014 and 2015. Please limit responses to ten (10) pages. The Contractor capability statement shall include, but not be limited to: Corporate Experience: "Provide at least three projects in the past five years that demonstrate experience with National Cemetery construction experience; if no national cemetery experiences provide at least three projects similar to parks, golf courses that contains at minimum an administration building, maintenance building, public restrooms, roads, landscape and irrigation. The Capability Statement must include Experience in all the elements of construction below: I.Earth Work oThe earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks or site development projects of at least 40 acres. II.Paving oPaving projects of similar size and scope involving FDOT road construction. III.Landscaping oLandscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 40 acres. IV.Irrigation oThe irrigation system installation for cemetery, park or golf course sites of at least 40 acres. V.Precast Concrete Burial Components oThe crypt and columbarium experience must be in providing and placing crypts and columbarium niche units at a National Cemetery with three completed projects. Experience in private cemetery projects may also be considered. All responses to the sources sought must be submitted via email to the Contracting Officer, Derek Underwood at Derek.Underwood2@va.gov and cc: Elyse Kennedy at Elizabeth.Kennedy@va.gov, by April 28, 2014, 5:00 pm ET. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
