Description
The Strategic Systems Programs (SSP) intends to contract with EMCUBE, Inc., Alexandria, VA on a sole-source basis for follow-on of highly specialized TRIDENT II D5 systems engineering, information assurance, independent system safety and Nuclear Weapons Surety, training and weapon system assessments of the Strategic Weapons System. The effort requires a contractor with the current and unique capabilities, expertise and in-depth knowledge of the TRIDENT II D5 program history to provide un-interrupted highly specialized follow-on support. The contractor must also possess an intricate understanding of the SSP organizational structure, business practices, policies, and mission. The contract will contain a base year effort for FY15 and a total of four (4) options for FY16 through FY19. EMCUBE Inc. is the only known source with the critical experience, expertise, personnel and in-depth knowledge of the TRIDENT II D5 program required to perform this follow-on effort. The anticipated contract will contain Level of Effort (LOE) Contract Line Item Numbers (CLINs). The LOE CLINs will cover 12 months and will include option provisions to increase the level-of-effort line items up to 30%. The resultant contract anticipated award date is October 1, 2014. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. RESPONSE DATE: APRIL 9, 2014
