Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to negotiate a sole source contract with Illumina, Inc located in San Diego, CA, to purchase NextSeq500 sequencing kits and associated reagents. The requested items are kits to generate sequence on the NextSeq500 platform, which produces over 120 Gigabases of sequence per run. The cost of sequence is approximately half of the previously used contracted sequencing services used by USMARC to analyze genomes of cattle, swine and sheep. The NextSeq500 is the latest sequencing technology (released February 2014), and an instrument has been acquired at USMARC. Presently this new platform can only use reagent kits supplied by the instrument manufacturer, no other source has the necessary dyes compatible with the lasers and software on the instrument. Compared to the other two platforms available at USMARC (the MiSeq and RS II), the NextSeq generates sequence at 1/8 to 1/100 the cost respectively. So this creates the need to negotiate a sole source award for the procurement action described above. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide these products are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the more than one firm can meet the Government's requirements and is capable of performing the intended task(s). Anticipated Date of Award 04/07/2014 This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program.
