- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a dredging project at the Mystic River in Groton and Stonington, Connecticut to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The estimated construction cost is between $5,000,000 and $10,000,000.00. The project is planned to be issued on or about June 2014 and is expected to take four to six months. The scope of this project consists of maintenance dredging of the Mystic River Federal Navigation Project (FNP) in Groton and Stonington, Connecticut. The FNP in the Mystic River, as completed in 1957, consists of (1) a 15-foot channel, 125 feet from the Sound up to the railroad bridge, then 100 feet wide up to highway bridge (US Route 1), (2) a 12-foot channel above the highway bridge to the upper wharves at the Seaport Museum, (3) a 9-foot by 8.5-acre anchorage in the harbor north of Mason Island, and (4) a 9-foot turning basin above the railroad bridge. The 12-foot channel was last maintained in 1941. Dredging of the other project features was last accomplished with the improvement work completed in 1957. The proposed project consists of maintenance dredging of up to 250,000 cubic yards (cy) of material from the Mystic River FNP (the 15' channel, the 12' channel and the 9' anchorage area). The dredging would restore the channels and anchorage area to authorized depths. The material from the project, which is predominantly silt, is suitable for open water placement at the New London Disposal Site (NLDS) in Long Island Sound. The Rhode Island Sound Disposal Site (RISDS) in Rhode Island Sound is a secondary placement option if necessary. A mechanical dredge (clamshell dredge) will be used to remove shoals from all areas of the FNP and the material will be placed in scows and transported to NLDS or RISDS for disposal. To avoid impacts to aquatic resources, dredging north of the RN-22 channel marker will be restricted to Sept 1 - January 31st and the channel south of RN-22 will be dredged Sept 1st - Apr 1st if extra time is required to complete the project. In addition to the FNP, the State of Connecticut has requested maintenance dredging of two non-federal channels. Both are 6-foot navigation channels totaling approximately 30,000 CY of material to be dredged. Both channels are located north of Mason Island. Interested firms should submit a capabilities package to include the following: business classifications (i.e. HUBZone, etc.) as well as qualifications of the firm and experience in performing the work requirements stated above. Firms must submit documented information that demonstrates experience with a minimum of two examples of a dredging project, similar in scope and magnitude to this project that the firm has performed in the last five years. The dredging projects being cited as examples of capability must include placement of dredged material at an ocean placement site. The examples must clearly demonstrate projects beyond typical dredging project and should highlight demonstrated experience and past performance with dredging in a confined and highly commercial river; and demonstrated experience and past performance in the ability to dredge a minimum of 4,000 cubic yards per day. The past experience examples must have been performed within the last five years. Subcontractors may be used to demonstrate this past experience. However, the subcontractor's experience being cited as the past experience that meets this project's requirement must be on projects in which the subcontractor worked with the prime contractor on the cited projects. In using the subcontractor's experience to meet the project requirements, the prime contractor is committing to partnering with the subcontractor for this work. A letter from the subcontractor must be submitted confirming their participation on past work and willingness to work on this project. Proof of bonding capability is required. The Government will not pay for any material provided in response to this market survey nor return the data provided.
