- This is a market survey for a follow-on requirement to install and maintain electrical power systems supporting National Air Space assets and facilities. This effort is currently under contract. Vendors are encouraged to review this announcement on the FAA ™s Contract Opportunities Website at https://faaco.faa.gov/. The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. Responses to this market survey will be used for informational purposes only. The Federal Aviation Administration (FAA)/ /Power Services Group has a follow on requirement to replace, enhance and maintain existing power systems. This requirement includes project management, engineering, installation, and construction work for power systems and power system ancillary equipment and structures. The primary purpose and effort of this requirement is electrical power systems installation and construction work in existing facilities that includes, but is not limited to, engine generators (20 kW to 1.0 MW); fuel tanks; fuel systems; uninterruptible power supplies, and battery strings (30 kVA to 500 kVA); panelboards; switchboards; Heating, Ventilation, Air Conditioning (HVAC); equipment shelters; power cable distribution systems, remote maintenance monitoring systems; and miscellaneous electrical work. The engineering services requirement includes: site surveys; coordination studies; and design specifications and drawings. Firms expressing interest must be capable of providing these services to the FAA anywhere within the 48 contiguous United States, Alaska, Hawaii, and United States territories. A draft Statement of Work is attached to this market survey for interested vendors to gain a better understanding of the specific requirement. The FAA contemplates awarding up to eight contracts to meet this requirement however the full nature of the competition and procurement method conducted for this requirement has not yet been determined. It is anticipated that any issuance of a Screening Information Request as a result of this survey will be partially set aside for small businesses. The FAA will review the responses to this Market Survey and will make appropriate acquisition planning decisions that best meet the FAA ™s needs. The results of the market survey will assist the FAA to determine the extent of the requirement that may be set-aside for small businesses, socially and economically disadvantaged small businesses [8(a)] and Service-disabled Veteran-owned Small Businesses. The North American Industry Classification System (NAICS) code and size effort applicable to this requirement: NAICS: 238210-Electrical Contractors and Other Wiring Installation Contractors. Size Standard: $14.0 million Interested firms submitting a response are requested to provide the following information: 1. COMPANY INFORMATION Name and address of company Point of contact (name, title, telephone number, and email address) 2. CAPABILITY STATEMENT “ This document should identify the following: Type of Services provided by your firm Size and type of services provided on previous contracts Number of years in business Clearly state whether you can install and maintain power systems for either one or both of the following: - GNAS Power Systems. Small un-staffed facilities to medium size Air Traffic Control Towers - CPDS Sites. Enroute Air Traffic Control Centers (ARTCC) and large consolidated Terminal Radar Approach Control (TRACON) facilities 3. BUSINESS DECLARATION Interested firms are asked to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. All responses to this market survey should be received by 4:00 p.m. Central (Oklahoma) Time, Friday, April 25, 2014. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts.
