- REQUEST FOR INFORMATION FOR RAILWAY SUPPLIES The National Park Service, Virginia Major Acquisition Buying Office, Luray, VA is issuing this Request For Information (RFI) to research any available options for market research and planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items. The Government is under no obligation to pay for information submitted in response to this RFI. All responses will not be construed or accepted as offers. All information submitted as proprietary should be clearly marked. All responses should NOT include pricing. If submitting Brand Name products, ensure they are clearly stated in the product specifications. For the purpose of this RFI, the NAICS code is 331110. Alternative and closely related NAICS codes will be considered. If your firm is able to provide Brand Name or Equal products for the following Supplies and their specifications please submit your response as follows: 1. Legal Business Name 2. NAICS, FSC Codes 3. QUESTIONS All questions regarding clarifications for this RFI should be submitted in writing via email, Not Later Than April 1, 2014 to: Norma_Hernandez@nps.gov RFI RAILWAY SUPPLY SPECIFICATIONS Location and Delivery Address: Steamtown National Historic Site, 150 South Washington Ave., Scranton, PA 18503 Transportation Method: Rail or Truck as appropriate for the location and size of supplies **All Supplies must meet American Railway Engineering and Maintenance-of-Way Association (AREMA) standards and specifications. References are provided at the bottom of this page. Buy American Act: Project and Materials shall be compliant with the "Buy American Act - Subpart 25.2 Construction Materials". A copy of the Act is available at: https://www.acquisition.gov/far/current/html/Subpart%2025_2.html SUPPLIES (Brand Name or Equal where Brand name is stated): Diamond Crossing for 136 RE at 14.0: QTY: (1), Crossing Diamond Center and End Frogs shall be heavy-wall rail bound manganese steel frogs as indicated and in accordance with AREMA Plan. Design castings for 136RE rail sections. Drill crossing rail tails for standard 36 inch joint bars, 3-1/2x6x6 and 1-1/8 in. diameter bolts, in accordance with AREMA Specifications. Crossing Diamond is NOT insulated. Crossing is on tangent tracks only. A.Crossing Diamond Frogs shall be reversible Manganese Insert - high integrity - Explosion Hardened (3-shot) - Brinell 352 minimum - without wear pads, AREMA plans 769-02. B.Track Alignment, all tracks Tangent. C.Flangways per AREMA Standard for all tracks. D.Plates for Crossing Diamond to utilize Pandrol shoulders and Pandrol Clips - Plates do not require milling except where multi-seated under frog heels if indicated. E.All Rails to be 136RE Head Hardened or better. F.All frog throats to be guarded; guard rail flairs to be square to track. Manufacturer to supply all guard rails. G.Tie layout - Per AREMA Plan 700J-01, tie spacing 20 inches as possible. Ties to be 7- tall and 9 inch wide with anti-splitting end plates on both ends. Anti-Splitting plates shall be of the gang nail type. H.Body Bolts to be 1-3/8 in., SAE Grade 8 with 3/32 in. fillet radius, rolled threads, per SAE J429. Nuts to be North American Standard heavy-square fitted with head locks, security lock nuts, and hardened flat steel washers. I.All temporary bolt heads and nuts must be painted Pink. J.Crossing Diamond to be Pre-plated using 15/16" x 6-1/2" Screw Spikes (Common Standards). K.Pre-bore holes in ties 11/16" x 4-1/2" deep before applying Screw Spikes. L.Loose Ties to be numbered via Metal Tags matching the manufacturer supplied diagram to facilitate proper assembly on site. M.Crossing Diamond to be Panelized. N.Crossing Diamond to be fabricated to NOT require Field Welding upon assembly. O.Crossing Diamond shall include ALL necessary ties, timbers, fasteners, joint bars, and other appurtenances for complete assembly and installation. P.Capable of shipping as fully shop assembled and panelized, with bolts torqued, as shipping method will permit. Manufacturer to provide lifting weights for shipped assemblies. Match mark assemblies for ease of assembly in the field. Q.Manufacturer's minimum 5 year warranty on all parts and workmanship - exclusive of field installation. R.Manufacturer must be capable of providing an example Crossing Plan for 136 RE Crossing of similar degree, demonstrating the field Assembly guidance and compliance with AREMA design specifications. Reconditioned (Remanufactured) Switch Points - 16' 6" for #8 or #10: QTY: (2) Sets, one Left set and one Right set Standard Double Reinforced 16" 6" Knife Points. Reconditioned (Remanufactured) Points for 136 RE rail. The Reconditioned Points shall be compatible with both #8 and #10 Standard Turnouts in accord with AREMA Plan 112. Grade #5 Ties: QTY: (190), Grade #5 Timber Ties 8 ft. 6 in. length. Provide ties that are free from defects which may impair their strength or durability, such as decay, large splits, large shakes, slope of grain, large holes, or large knots All ties shall have Anti Splitting Device end plates on both ends. Anti-Splitting plates shall be of the gang nail type. Anti-Splitting material shall be structural type, Grade "C", 18 gauge galvanized steel, ASTM A446 and 4 to 5 teeth per square inch. Teeth shall be inch to 9/16 inch long. Compromise Bars, 130RE to 136RE - Relay: SPECIFIC FOR THIS RFI and Compatible with Supplies listed herein: QTY: (6 Pairs), 36 in. Compromise Bars, 130RE to 136 RE, Relay, Punched for 1 in. diameter Bolts - 3-1/2 x 6 x 6.
