- This publication serves as notice of intent to procure supplies and services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Service, Resource Ecology and Fisheries Management Division located in Seattle, WA on sole source basis with University of Washington. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for development of computer algorithms for automated fish detection and species identification from underwater video and conveyor belt systems. The primary objective of the work is to build on current software applications and develop new software to detect fish in video with complex background, identify fish targets in underwater image data to species, and perform automated fish behavior analyses. The resulting software products should be built as executable programs with user settable parameters, built using C++ or similar programming environments. Several image data sets will be provided for the analysis, ranging in quality and complexity of the background. A system for user validation of the results should be incorporated into the software packages. University of Washington's Information Processing Laboratory (IPL) research staff led an extensive research in the fields of video signal processing and image processing, specifically in automatically detecting objects and events from video streams. There are many successful applications based on IPL's research including automated traffic monitoring and human behavior modeling. More recently, IPL scientists have developed computer routines to isolate and measure fish from stereo-images using complex dual thesholding techniques and stereo-triangulation. The results of this prior work were incorporated into a NOAA software package that allows automatic processing of including the stereo-image calibration, image-based data for fisheries applications. This package provides a graphical user interface and data management, including a SQL database back end for storing and organizing the results of the image-processing. The NOAA software package provides a practical platform to leverage image based data for use in routine fisheries survey and research operations. The work solicited under the current requisition is a continuation of this effort, and will as such require familiarity with the interface between image-processing algorithms and NOAA software. This includes maintaining the structure of software classes developed to hold individual fish target data, tracking of targets across image frames, mechanisms for the input of images, and access to tuning parameters that allow efficient operation of the analysis, including the stereo-image calibration. The North American Industry Classification System code for this acquisition is 541990 with a corresponding size standard of $14.0M. It is the Government's belief that only University of Washington's Information Processing Laboratory research staff and scientists can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
