- Description
- The Department of Justice (DOJ), Criminal Division, intends to negotiate and award a sole source purchase order with RGS Associates Inc for continuation of highly important Network Engineer and Web Management and Development Support services. DOJ Criminal Division's ITM Section requires IT support services for day to day operations to include Network Engineer, Web Management and Development Support, SharePoint Solutions and APEX Programming. DOJ Criminal Division ITM has primary responsibility for the fulfillment of all IT solutions for the organization. The proposed purchase order will maintain continuity of IT support services. Presently, the aforementioned services are being provided to Criminal Division through under RGS Associates Inc. BPA-ODT-9-A-0001. The primary contract expired on March 31, 2014 and must be renewed. The services of RGS Associates Inc. are required to continue the support for the Network Engineer and Web Management and Development Support services. The period of performance for the purchase order will be approximately 9 months beginning around April 1, 2014 through December 31, 2014. RGS Associates Inc. has the necessary knowledge, experience, and staff to maintain the Network Engineer and Web Management and Development support services required by the Criminal Division. RGS Associates Inc. is the only source that can seamlessly perform the required critical IT support services Network Engineer and Web Management and Development Support which is unique to the ITM Criminal Division. Use of new IT support personnel would delay Infrastructure and Litigation support in a myriad of IT related projects. RSG Associates Inc. IT support personnel are already working and familiar with the IT solutions. It would not be an effective use of time or resources to bring on new contractor support unfamiliar with the system. Additionally, it would take several months for a new contractor to clear Criminal Division's Security process. For this support renewal requirement, the duplication of costs to provide the necessary system training and the security clearance process could not be recovered by Criminal Division through competition or any other means. The statutory authority permitting other than full and open competition for this contract extension is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, which provides for limiting competition in those situations where only one responsible source and no other supplies or services will satisfy agency requirements. No source other than the incumbent can satisfy this need given the transition period that would be required and conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirements. For the reasons noted above, Criminal Division intends to award a purchase order to RGS Associates Inc. to ensure that the Criminal Division is able to meet its mission and to continue services while it completes the follow-on solution. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES and no solicitation will issued, however any firm that believe it can satisfy the requirements must give written notification to the Contracting Officer in the form of a capability statement. All supporting evidence must be in sufficient detail that demonstrates the ability to comply with the requirements and must be furnished to the point of contact listed below by Thursday June 27, 2014 at 2:00 PM EST. A determine by the government not to compete this proposed purchase order based on responses to notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The information should be submitted to Lorenza Barnes Contracting Officer at this email Lorenza.Barnes@usdoj.gov.
