- 1. Position Title: Emerging Pandemic Threats (EPT) and Cooperative Biological Engagement Program (CBEP) Country Coordinator 2. Market Value: GS-13 Equivalent ($72,391 to $94,108). Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Entebbe, Uganda 4. Period of Performance: Two year Contract. 5. The U.S. Agency for International Development (USAID) Mission in Uganda seeks to employ a U.S. Personal Services Contractor who will be primarily responsible for ensuring well-coordinated and effective delivery of technical and program support across the EPTs and CBEP/Defense Threat Reduction Agency (DTRA) portfolios. 6. Education: Master's or higher degree in veterinary medicine, public health, public policy, epidemiology, or related field. 7. Experience: At least five years' experience managing international programs targeting coordinated programming across public health and animal health sectors of which at least three years' experience in program implementation, monitoring and evaluation methodologies including frameworks, data quality assurance, analysis reporting and best practices in data dissemination in international/resource poor settings. 8. Communication and Interpersonal Skills: Demonstrated ability to work effectively in a team environment and to communicate highly-technical human health and animal health to a variety of technical and non-technical audiences. Excellent leadership, communication, and interpersonal skills. Fluency in English. Willingness to travel. Demonstrated ability in maintaining close counterpart relationships, both governmental and in the partner community highly preferred. 9. Professional Judgment: Demonstrated high degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyze, develop, and present work results. 10. Introduction: The objective of this position is to provide the USAID and CBEP Missions in Uganda with country backstopping, coordination and programmatic support for the successful implementation of EPT and CBEP programs. Additional responsibilities will include participation in EPT and CBEP meetings/teleconferences. S/he will work with a wide array of USG partners (e.g. CDC, DOD), ministries, international organizations, non-governmental organizations, and other implementing partners. Working with the Uganda Mission Health Team, the EPT & CBEP Country Coordinator will provide technical expertise in the coordination of activities associated with the USAID Washington EPT and DOD's DTRA/CBEP programs. S/he will serve on the USG inter-agency health team, in particular, as part of the emerging threats technical working group, liaise with other USG department and agency programs and activities in Uganda that align with and/or support the EPT and CBEP programs. Additionally, s/he will liaise with: USAID's Pandemic Influenza and the other EPT Unit; DTRA's Regional Cooperative Engagement Officer (RCEO); and Africa Bureau Office of Sustainable Development's Health team. S/he will ensure that the Mission's planning and response to EPTs is carried out in accordance with USAID, CBEP, and State Department directives. The Country Coordinator will be based in the CDC-Uganda office in Entebbe to help facilitate USG inter-agency coordination. Major duties and responsibilities: 1. Management and logistics support: (a) Coordinate EPT and CBEP related travel (such as write cables, set up ministry meetings, etc.). (b) Create Standard Operating Procedures for how EPT and CBEP partners should engage and work in Uganda. (c) Produce briefing materials and reports as needed on EPT and CBEP. (d) Assist in ensuring the proper customs documentation are in place for equipment and supplies being shipped to Uganda. (e) Maintain a database of EPT and CBEP activities and events. Document outbreaks in Uganda by developing a date log to track outbreaks. (f) Track and maintain records on relevant meetings in Uganda. (g) Track the monitoring and reporting of overall programs plans, results, and deliverables and maintain the files and lists of mission focal points and relevant Agency and USG programs. 2. Source of information and representation of EPT and CBEP in Uganda: (a) Represent USAID at ministry meetings on EPT and CBEP. (b) Serve as the source of information on EPT and CBEP to address concerns/questions from U.S. Embassy/Kampala. 3. Coordination of EPT and CBEP partners and key stakeholders in Uganda: (a) Identify key stakeholders in Uganda in the EPT and CBEP fields. (b) Establish and maintain a coordination network among key stakeholders in Uganda to include: USAID/Washington, USAID regional and relevant country Missions, USG agencies in Uganda especially CDC, DOD, U.S. Embassy, Uganda ministries, UN organizations, other donors, private sector, international and local Non-governmental Organizations (NGOs), etc. (c) Use the coordination network to facilitate the EPT and CBEP implementing partners in successful completion of work plans activities. (d) Ensure that the EPT and CBEP programs are carried out in accordance with USAID, CBEP, and State Department directives. (e) Assist USG stakeholders in the coordination of activities to create a "whole of government" approach in Uganda. 4. Liaison between the region and USAID/Washington: (a) Report on EPT and CBEP activities in Uganda to EPT and CBEP Contracting/Agreement Officer Representatives (COR/AORs), the USAID Africa bureau EPT Advisor, the East Africa Regional EPT Advisor, and the DTRA/RCEO. (b) Report on EPT and CBEP guidance from USAID/Washington and DOD DTRA/CBEP to USAID/Uganda Mission. 5. Monitoring and Evaluation: (a) Support project COR/AORs to monitor and evaluate the EPT and CBEP programs. (b) Formulate recommendations to the COR/AORs to improve the implementation or to redirect efforts when required. (c) Document and track lessons learned in Uganda which will help guide the implementation of the EPT and CBEP programs. 6. Advise and provide guidance in relevant issues regarding EPT and CBEP: (a) Provide guidance to the Uganda Mission, DOD, EPT and CBEP COR/AORs on surveillance, detection, and response to outbreaks of avian, pandemic and zoonotic diseases in animals. (b) Assess the status of Uganda readiness for responding to EPTs in wildlife and humans. (c) Keep abreast of new developments and emerging issues that affect USAID's priorities via literature review, attendance at technical meetings, workshops, participation in relevant training events and formulate recommendations for response to these developments, share with colleagues in the Uganda Mission, Africa Bureau, the avian influenza, other EPT Unit leadership, and the DTRA/RCEO. (d) Ensure integration of EPT and CBEP activities with the broader USAID/DOD portfolios. 7. Supervision: (a) Report to the USDH Service Delivery Team which is responsible for providing supervision and direct oversight, with additional technical backstopping provided by the Avian Influenza, other EPT unit and the DTRA/RCEO. 8. Perform other related duties as required. The EPT and CBEP Country Coordinator will report to the to the Infectious Diseases and HIV/Treatment Advisor on the Service Delivery Team in the Office of Health, HIV/AIDS, and Education at USAID/Uganda.
