- Description
- 1. Position Title: Infrastructure Coordinator 2. Market Value: GS-13 Equivalent ($72,391 to $94,108). Final compensation will be based upon the candidate's past salary and work history, experience, and educational background. 3. Place of Performance: Gulu, Uganda 4. Period of Performance: One year Contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. Personal Services Contractor who will be primarily responsible for the management of integrated recovery activities under the Northern Uganda Development of Enhanced Local Governance, Infras tructure and Livelihoods (NUDEIL) program and those funded out of the President's Emergency Plan for AIDS Relief (PEPFAR), Feed the Future (FTF), Global Climate Change (GCC), and Empower Africa Initiatives. 6. Education: Master's degree with significant study in a specialized field relevant to construction, international construction management, community development, international relations, international law, economics, or a related field; plus five (5) years of relevant experience, three (3) of which must have been overseas in a rural environment; (or) A BA with specialized field of study, as above, plus ten (10) years of professional experience working within a USG foreign affairs agency, PVO/NGO and/or international organization in economic recovery assistance and/or immediate post-conflict development environments, which must include five (5) years of on-the-ground field experience. AND U.S. Citizen - offshore, resident Alien, or resident in Uganda. Satisfactory verification of academic credentials. 7. BASIS OF RATING: Applicants who meet the Basic Requirements and Selection Factors will be further evaluated based on scoring of the QRF responses. Those applicants determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks. QUALITY RANKING FACTORS: (Used with interview performance and reference check results to determine the ranking of qualified candidates in comparison to other applicants. The factors are listed in order of importance.) QRF #1 Describe your professional experience supervising international development projects, contractors, working with host governments, and achieving development results. QRF #2 Describe your direct experience working in conjunction with U.S. Government (USG) agencies (i.e., USAID, Department of State, Department of Defense), donors (i.e., UN, donor governments), private sector, host governments and non-governmental partners to implement recovery, transition and/or stability programs. QRF #3 Describe your direct experience working on economic recovery and reconstruction projects in post-conflict environments, with traumatized people, internally displaced persons/refugees, and other donors. Note any experience working with reconstruction and recovery projects at the community level. QRF #4 Describe your experience working with host government-led development programs, where the local government is in a position to control the human and financial resources for a set of development activities. Each QRFs shall be addressed on a separate sheet describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. The Applicant Rating System scoring is weighted as follows: (1) QRFs - 65 points total, broken down as follows: QRF #1 - 20 points, QRF #2 - 20 points, QRF #3 - 15 points, QRF #4 - 10 points. (2) Interview Performance - 20 points (3) Satisfactory Professional Reference Checks - 15 points. 8. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: Located in Gulu, the Infras tructure Coordinator will guide the planning, design, and implementation of construction, renovation and improvement of small scale community activities to complex projects in the energy, environment, water and sanitation, agriculture, health, and education sectors, provide engineering, and management expertise, analyze contract plans and specifications to identify problem areas or potential problems with planned construction activities and ensure that engineering and environment components are implemented in accordance with agency rules and regulations. The contractor will provide technical advice to activities related to income generation for conflict-affected households as well as monitor activities related to water and sanitation and education. As local governments implement activities related to HIV/AIDS sensitization, the contractor will spot-check to ensure this implementation is being carried out in line with national standards and reaching targeted groups. Working closely with multiple district governments, the contractor will provide technical support to stakeholders in host government and civil society and across Mission's Development Objective teams to coordinate and facilitate the integration and reporting on infrastructure and economic growth activities for the achievement of common goals. The contractor will prepare and obtain Mission approval on a wide range of internal USAID documents, which include budgets, Action Memo clearance packages, GLAAS funding requests, waivers, annual operational plans and indicators, annual performance reports, portfolio reviews, financial accruals, monitoring and evaluation and special reports such as audits. Major duties and responsibilities: The duties and responsibilities of the Infrastructure Coordinator shall include but not be limited to: 1. Executing project management and reporting activities. This shall include serving as the USAID Contracting/Agreement Officer's Representative (COR/AOR) or alternate COR/AOR (if certified) responsible for quality control on all project activities and support for the District Engineering Offices (or other district-based offices) in a timely manner; ensuring that designs are prepared for tendering in accordance with the highest standards; the procurement and contracting processes are completed according to Ugandan Law and Regulations; that monitoring and oversight of works is done on a regular basis sufficient to identify and correct deficiencies in a timely manner; environmental compliance actions are undertaken and completed as required; and that payments are made in a timely manner and that the system for payment certification by the USAID support contractor is operating for all payments made. 2. Identifying or trouble-shooting issues/problems that arise, and recommending strategies to address issues/problems. This will require frequent travel to project sites to monitor the effectiveness and progress of construction and rehabilitation activities, liaising with the local populace to independently identifying and addressing issues. 3. Collaborating with other USAID/Uganda staff based in Gulu and country headquarters in Kampala. 4. Collaborating with local government officials. This may include providing oversight to Implementing Partners (IPs) and local contractors executing infrastructure works to ensure successful completion of infrastructure activities; providing guidance on matters related to water and sanitation issues; and monitoring compliance with standards on HIV/AIDS outreach and education. 5. Guiding the conceptual design of activities, and the preparation of program descriptions, amendments, and related statements of work. 6. Preparing input for weekly reports for the Northern Uganda Field Office (NUFO) Team Leader. This will include tracking on performance, problems, expenditures, contractor invoices, pipelines, accruals, and program modification requests. 7. Supporting partners to strengthen their technical and financial reporting to meet the information needs of Congress, auditors, and other external and internal stakeholders. 8. Determining program successes and failures, recommending actions to build on strengths, or address shortcomings of program implementation. 9. Preparing updates for the annual Operational Plan and other reporting for semiannual and annual portfolio reviews with mission management for Congressional taskers and presentations. 10. Representing USAID/Uganda as subject matter expert at coordinating meetings where budget, strategic objectives, and development objective issues are discussed. 11. Perform other duties as assigned by the NUFO Team Leader or other responsible technical offices.
