The Industry Day has been tentatively scheduled for 30April 2014 at the Hilton Garden Inn located in Rockaway, NJ and will start at 9:00 AM EST, with onsite registration beginning at 8:00 AM EST. The purpose of this Industry Day is to provide notional information regarding the planned acquisition of Engineering and Manufacturing Development (EMD) Phase I, EMD Phase II and Low Rate Initial Production (LRIP)/Production of the AMP XM1147 HEMP-T cartridges. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day. Interested participants must pre-register for Industry Day by completing the registration form attached to this announcement. No more than five (5) representatives may attend from each company. This will be strictly enforced. All representatives MUST provide a Government form of photo identification at registration. Please send the completed registration form electronically to Mr. Paul Giovannoli at paul.giovannoli.civ@mail.mil no later than 28 March 2014. Industry Day will be broken down into two (2) parts: (1.) General session and (2.) One-on-One sessions. The general session will be scheduled for the morning and will cover acquisition strategy and technical requirements. The one-on-one sessions will be conducted in the afternoon. For planning purposes, companies interested in conducting one-on-ones must notify Mr. Paul Giovannoli at paul.giovannoli.civ@mail.mil no later than 28 March 2014. A more definitive agenda will be posted at a later date. A draft Technical Data Package (TDP) will be available upon request for review prior to industry day. The draft technical data package (TDP) is classified Distribution D (Authorized to the Department of Defense and DoD contractors only) or Distribution F (Further dissemination only as directed by the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS, Picatinny Arsenal, NJ) or higher DoD authority. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. The Government encourages industry participants to submit any questions, comments, or concerns regarding the draft TDP or any other area, via the Q&A form provided (see attachment to this announcement). The Q&A form should be provided to Mr. Paul Giovannoli no later than 04 April 2014 to allow for discussion/response at the Industry Day. Please note that all questions and answers will be posted publically and information will NOT be treated as proprietary, unless specifically stated otherwise with the appropriate justification provided. Please be aware that keeping good ideas or solutions as proprietary may preclude them from being incorporated into the solicitation. The following are the AMP XM1147 Industry Day Rules of Engagement (ROE): The Government intends to use this forum to better refine its requirements, not to elicit trade secrets. Contractor personnel shall be limited to a total of five attendees per participating company. No sales pitches allowed from industry; no give-aways. No cameras, tape recorders, or other reproduction devices are allowed. Restrict comments/questions to the topics listed in this forum.
