- This is a Sources Sought Notice and is for informational purposes only. The U.S. Army Corps of Engineers, Charleston District, has a requirement for the above subject Project. This announcement constitutes a Sources Sought Synopsis (market survey). This is NOT a Request for proposal (RFP). This announcement is for planning purposes only, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business, Certified 8(a) Small Business, HUBZone Small Business, Woman-Owned Small Business firm and Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 488330, Navigational Services to Shipping. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. The order of magnitude for this effort is estimated between $25,000.00 and $100,000.00. PROJECT DESCRIPTION The work consists of providing all equipment, supplies, and labor required to remove and properly dispose of a sunken wooden vessel, M/V Caroline currently located at Shem Creek in Mt. Pleasant, South Carolina. The vessel is tied up to a private dock, and is on the bottom with part of the superstructure exposed at high tide. The water depth is approximately 12-feet. The vessel is a 1926, 44.6 feet long wooden hulled pleasure craft listed as being 13 gross tons. There are two engines that are in various states of assembly. There is a head/MSD on board (port side) and a water tank (capacity unknown) located in the stern aft of the cabin area. The vessel may be divided into five compartments (not watertight). All removal work and diving must be carried out in accordance with EM 385-1-1 quote mark Safety and Health Requirements Manual quote mark most recent edition and Occupational Safety and Health Standards, 29 CFR 1910, Subpart T, most recent edition and all applicable USCG Regulations. All fuel has been removed and the engine spaces cleaned to remove excessive oil, etc. by the USCG. The contractor will not be allowed to use the private dock as a work platform for this contract and will responsible for any damages to the dock caused by the removal operation. The vessel cannot be broken up in pieces in the water for removal. Schedule: The contractor shall mobilize as soon as possible but not longer than fourteen calendar days after contract award. Work shall be continuous and completed within 10 working days. The contractor will be responsible for removal and disposal of recovered debris and vessel shall be in accordance with all local, state, and federal regulations. Removal and disposal of waste materials, effluents, trash, garbage, oil, grease, chemicals, etc., if encountered shall be in accordance with applicable Federal, State, and Local regulations. The contractor shall provide documentation of the disposition of the debris, waste materials, effluents, trash, garbage, oil, grease, chemicals or vessel. REQUIRED INFORMATION Qualified Small Businesses additionally submit the following information via attached market research questionnaires: 1. Company name, address, phone number, point of contact. 2. Company's CAGE Code and DUNS Number to verify your business status as a qualified Small Business (SB), Certified 8(a),Historically Underutilized Business Zone Businesses (HUBZone), Small Disadvantaged Business, (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women-Owned Small Business (WOSB). Contractors must be registered in Systems for Award Management (SAM) and Online Representations and Certifications Application (ORCA) at the time of contract award. Please see www.sam.gov and www.bpn.gov for additional registration information. 3. Offeror's Joint Venture information if applicable - existing and potential 4. Indicate the primary nature of your business. 5. Offeror must demonstrate capability to perform contracts of this magnitude and complexity through comparable work performed. Provide three (3) narrative examples of projects demonstrating their most recent experiences in this type of work at the similar contract value in a similar type of location. Submissions must include contract number, project location, description of work requirements, contact and phone number for each. 6. Email responses are required. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Please ensure that all information is submitted as one (1) document. This sources sought announcement is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. TOTAL SUBMISSION SHALL NOT EXCEED TEN (10) PAGES. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
