Description
IGF::OT::IGF TRIBAL WATER SUPPLY AND DEMAND ASSESSMENT NOTICE OF INTENT TO AWARD SOLE SOURCE. This notice is published for informational purposes only and not as a request for competitive proposals. The Department of Interior, Bureau of Indian Affairs, Pacific Regional Office, Branch of Acquisitions, 2800 Cottage Way, Sacramento, CA 95825 intends to issue a sole source contract in accordance with 6.302-1 to Natural Reoruces Consulting Engineers, Inc. to conduct Technical expert services in the field of hydrology and geohydrology for water rights and water resources investigations for groundwater basins. The Whitewater River sub basins will be examined in and around the Agua Caliente, Augustine, Cabazon, Twenty-Nine Palms, Morongo and Torres Martinez Indian reservations. The performance period is expected to be through 4/4/14-12/31/14. The associated North America Industry Classification System (NAICS) is 541620 and the Business Size Standard is $14M. Authority cited: Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. No solicitation document is available and telephone or fax requests will not be honored; only mail and email. All responses by the due date will be considered by the Government. However, no contract will be awarded on the basis of offers received in response to this notice. Interested parties may identify their interest and capability to respond to the requirement no later than 2:00 PM Pacific Standard Time, April 4, 2014. All contractors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered for the purpose of determining whether the government will conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
