- SALE OF SURPLUS PROPERTY #W912LQ-14-T-9002 TERMS AND CONDITIONS The Virginia Army National Guard (VaARNG) has a requirement to dispose of various metal commodities such as metal ammunition clips, 40mm links, 25mm shell casings, noseplugs, ammunition boxes, metal pallets, wrapped steel from 105 shells etc. All of these items are currently stored in the Ammunition Supply Point (ASP) at Fort Pickett, Blackstone, Virginia. The VaARNG has a significant stockpile of unusable metal material that must be removed. The contractor shall provide all labor, supervision, freight, materials, tools etc required to remove and recycle these items. The government has no estimate of weight or quantity of each item. Bids will be submitted in price per pound. A firm fixed award will be made to the highest bidder. The price at award will remain in effect throughout the period of performance. All of the material is to be removed from the area within 60 calendar days of payment receipt. Material pick up will be accomplished from 8:00 a.m. to 2:30 p.m. on Tuesday through Thursday of each week. Contractor will not be allowed on site Mondays and Fridays. In addition, the contractor will not have access to the site the weeks of 14-18 April and 28 April - 2 May. A government employee will be assigned to escort and assist the contractor with staging barrels and/or forklift operation. The contractor employees shall have government-issued photo identification on their person at all times while in the ASP and shall be escorted at all times. Contractor employees will not wander away from the work area and/or bring cameras or camera phones into the ASP. The sale will be conducted in two lots. The first lot consists of all the metal ammunition cans. These items will be removed first. The contractor shall have 15 calendar days to remove the inventory upon Notice to Proceed from the Contracting Officer. The second lot shall be all remaining items. Once the ammunition cans have been removed, the Contracting Officer shall issue a Notice to Proceed to the winning bidder of Lot 2 who shall also have 15 calendar days to remove materials. A site visit is scheduled for Wednesday, 26 March 2014 at 10:00 a.m. ET to allow vendors an opportunity to assess the quantity and type of each material, level of effort required to remove material, security limitations etc. Attendance is not mandatory, but interested vendors are strongly encouraged to attend to become familiar with the facility, ask questions etc. As a result of security restrictions, this is the only opportunity vendors will have to access the site prior to the bid opening. Interested bidders are required to register by contacting Ms Susan Quinn, Contract Specialist, at susan.h.quinn2.civ@mail.mil. Only those people with prior approval will be allowed access to the closed facility. Attendees are to have a government issued photo ID with them to gain entry. A deposit is not required to submit a bid however, within three (3) business days of award, the successful contractor must provide an earnest money deposit of 20% of the total bid price to the Contracting Officer. This deposit will be held for the duration of the project. The contractor may remove materials up to the value of the deposit. These loads must be paid for within seven (7) calendar days of removal and before additional loads are removed. The check, along with weight tickets, must be submitted to the Contracting Officer on the seventh day. The VaARNG reserves the right to retain the deposit until such time as all weight tickets have been received and the purchaser has paid in full all invoices for all property removed. Interest will accrue on all late payments at the daily rate of 1.375% in accordance with 41 U.S.C. 611 (https://www.fms.treas.gov/prompt/index.html). In addition, an administrative fee may be charged to collect a delinquent payment. Acceptable forms of bid deposit include certified check, money order and company check. The Qualified Recycle Program (QRP) manager shall oversee the loading of the pallets and shall annotate the number of barrels, weight of each pallet and total weight of the load. This total is still only an estimate. The purchaser shall weigh the material after removal and shall provide copies of all weight tickets along with a certification of the scales used. The government's and purchaser's weights shall be compared and reconciled. The purchaser shall provide payment in one of the accepted formats within 7 calendar days of removal. Payment is to be made payable to US Treasury; remittance shall indicate it is for the purchase of U.S. Government Property. Acceptable forms of payment include certified check or money order only. The government requires return of serviceable barrels. A line item for freight return is included on the bid form. If this line item is awarded, this amount will be deducted from the total amount due after the weight tabulation. Bids are to be submitted in pounds on the SF114F form. Bids are due by 10:00 a.m. ET on Thursday, 3 April 2014. Bids may be delivered in person, mailed or faxed to Susan Quinn, Contract Specialist, USPFO-ACQ, Building 316, Fort Pickett, Blackstone, VA 23824. Seller reserves the right to refuse all bids.
