- FEDBIZOPS SOURCES SOUGHT ANNOUNCEMENT FOR LCAC VIDEO DISTRIBUTION UNIT The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is conducting a survey of potential sources for the Landing Craft Air Cushion (LCAC) program. NSWC PCD is seeking sources for a commercial off-the-shelf (COTS) rugged video distribution device (switching, pass-through and splitting) device for a system upgrade effort. This is a REQUEST FOR INFORMATION (RFI) for a rugged video distribution (switch, pass-through and splitting) device for the Landing Craft Air Cushion (LCAC). THIS IS NOT A REQUEST FOR PROPOSALS. Key Parameters include but not limited to: External Interfaces: a) External Control Interface TTL 5VDC Discrete Input: Quantity 2 (one each labeled "CAMS A computer" and "CAMS B computer"). Computer video switching control logic shall be per Table 1 and Table 2 below. b) External Interface VGA Video: VGA inputs: (quantity 8, threshold minimum) and VGA outputs (quantity 8, threshold minimum). Configuration of interfaces is per Figure 1. c) Bypass Video Circuitry: CAMS A video pass-through (i.e. non-switched) when main power is off or disrupted. d) VGA Video resolution support: 1280x1024 and 800x600 Electrical: a) Input Power Voltage Range: 18-32 VDC (28 VDC nominal) b) Dual power supply inputs for automatic redundant failover operation (objective) c) Protection: Over-current protection d) Power Consumption: 20W objective, Threshold maximum of 60W e) Grounding/Bonding: Provisions for grounding the chassis to the installation rack f) Signal Characteristics: 0dB objective (tolerance of ±2dB) Physical: a) LED Indicators: Quantity 5; one each for CAMS A and CAMS B Control Assertion; one each for CAMS A and CAMS B Output Selected; one for power-on indication b) Manual Override A/B Selection Switch: Front panel mounted selection switch to allow external selection of AUTO (discrete computer control), A, or B for Computer video selection. c) Cooling: conduction cooling with no external forced-air required d) Corrosion Resistance: All connectors, fasteners, and the chassis material inherently corrosion resistant or treated (for example, anodized, chemical-filmed, or coated) to resist corrosion. e) Weight: <5lbs objective, 20lbs threshold maximum f) Dimensions: i. Height: 3.5" (tolerance of ±1.75") ii. Width: 19" threshold maximum if rack mounting, 17" threshold maximum if shelf mounting. iii. Depth: 13" objective (tolerance of ±3") g) Connectors: MIL-DTL-D38999, threaded or bayonet style, circular connectors for external interfaces. No special pin out mappings required. Low connector count desired. Connector(s) not limited to single interface. h) Grounding/Bonding: provisions for grounding the chassis to the installation rack. Mounting: Rack-mounted (slide-rail or hard-mount) for installation in a standard EIA-310 19" rack, or rack shelf mounted (shelf not required as part of unit). Anticipated life-cycle of the proposed solution, e.g. anticipated active production years with follow on support years for existing customers. 5. Lead-time for delivering first four units and standard lead-times thereafter should a production contract be awarded. 6. Return for repair process with minimum estimated service charge. 7. Technology maturity or technology readiness level (TRL) as defined by the Defense Acquisition Guidebook (DAG), and use in DoD programs. 8. Description of any onboard diagnostic and/or fault identification/isolation capability. 9. Brief summary of vendor's quality and engineering processes or certifications, i.e. ISO, CMMI, Six Sigma, etc. 10. Under separate cover, provide rough order of magnitude (ROM) estimated unit cost with price breaks up to a quantity of 100. Development cost ROM is requested where an off-the-shelf estimate is not available. Range with not-to-exceed estimate is acceptable. RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 4 April 2014. There is no specific format or outline that submittals must follow. Each response must reference the RFI title. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L).
