- In accordance with A.M.S. 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAAAMS), industry is hereby informed that the FAA Air Traffic Organization Spectrum Engineering Office has a requirement for contractor support to provide specific spectrum engineering for design, development, security, implementation and deployment of major enhancements to the Automated Frequency Management System and several sub-systems. The purpose of this market survey is to solicit statements of interest and capabilities from all businesses capable of providing personnel resources to provide spectrum engineering and automation support to Air Traffic Organization Spectrum Engineering Office. The primary North American Industry Classification System Codes for this requirement are: 541330 Engineering Services ($35.5 M size standard) and 541512 Computer Systems Design Services ($25.5 M size standard). At this time the nature of the competition has not been determined. The purpose of the market survey is to solicit statements of interest and capabilities from all business concerns. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible SDVOSBs or 8(a) business concerns or whether it is more appropriate to conduct this procurement under other small business competition or full and open competition. This process promote competition in each tier of small business concerns while still allowing other designated businesses to participate without issuing another market survey. The order of precedence for determining the nature of competition in the market survey is outlined below: (a) Service-disabled Veteran Owned Small Business (SDVOSB) and 8(a) (b) Small Business Concerns (c) Full and Open Competition. This is not a screening information request. The FAA is not seeking or accepting unsolicited proposals. Since this is for information and planning purposes, no evaluation letters or results will be issued to respondents. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8 (a) or SDVOSB certification letter, if applicable. In order to make the above determination the FAA requires the following from interested vendors: Capabilities Statement Submittal A statement of capabilities not to exceed 10 pages is requested from firms interested in performing the work: 1.Type of Spectrum Engineering and Automation services provided by your firm. Overview description of your company ™s capabilities to provide the services described in the SOW. Expected programmatic approach (in-house, teaming, subcontracting, etc.) “ Respondents must provide their strategy for accomplishing this work. 2.Geographical areas where your company can provide services. 3.Number of years in the spectrum engineering business. 4.Summary of not more than three contracts for the same or similar effort in the Spectrum Engineering and Automation field that the firm is currently performing or has completed within the last three years. a.Contract number, customer, period of performance, award amount, contract type (commercial or government), brief description of effort, number of personnel provided by your firm. b.Performance Evaluations, if available, (not subject to 10 page limit). 5.Provide answers to the following questions: a. Situation: A new radio frequency is required to support Air Traffic Control services. What steps are required in order to process the request? What Radio Frequency Interference protection criteria and algorithms are used to model the engineering? What regulations, policies, and orders are applicable to this situation? b.Situation: Our current operating system for the networked radio frequency database and automated engineering tools needs to be updated to Windows Server 2012. What steps are required to accomplish this modernization task? What processes and procedures would need to be followed to ensure successful transition to the new operation system and to ensure data integrity? c.Situation: The FAA ™s Automated Frequency Management (AFM) system currently interfaces and exchanges data with the National Telecommunications Information Agency (NTIA). NTIA is updating its information system from Spectrum XXI to the Federal Spectrum Management System (FSMS). As a result NTIA is changing its automation data interchange format from flat files to XML based; it is changing its data exchange protocols from manual to Web services; and it is adding new mandatory data fields. Consequently the FAA ™s AFM system must be adjusted to match the new NTIA data requirements. How would you handle these conversions and ensure data integrity? 6.Comments concerning the draft SOW ™s are welcome and optional. The FAA may or may not respond to any comments received. Comments on the Draft SOW are not considered part of the Capability Statement submission page limit. Responses of interested parties should include the following: Business information: a.Company name b.Company address c.D&B DUNS number d.Type of business e.Does your organization have a Government approved accounting system? If so, please identify the agency that approved the system. f.Company Point of Contact: Name, email address, and phone number Other information: All proprietary information will be treated as such. Therefore, respondents should identify and appropriately mark any proprietary information in responses. All qualified vendors must provide their submission via e-mail no later than 2:00 PM on April 24, 2014. A completed Business Declaration Form must also be provided with submission. Submission received after this date will be determined late and will not be considered.
