Description

NOTICE OF INTENT The Department of Veterans Affairs, VISN 7, intends to award a sole-source contract to Leica Bio-systems, 1700 Leider Lane, Buffalo Grove IL, for cost per test Bond III IHC and ISH stainer. The Bond III employs a highly specialized three robotic bulk dispensers and three individual staining trays for up to 50% faster turnaround time that would prevent delays in test completion currently suffered and allows for continuous parallel processing. Sales representative/account manager shall visit or contact customer/laboratory periodically to assess the service rendered and to prevent any issues with integrity and delivery of supplies. Provide fully automated Immunohistochemistries (IHC) and In-situ Hybridization (ISH) with continuous parallel processing. The Bond III fully automated IHC and ISH stainer has a few unique abilities that meet the VA needs in patient care. The space provided for 36 reagents on four trays provides flexibility to perform IHC and ISH with multiple detection systems at the same time. Reagent kits come from the company pre-loaded decreasing technical time and technical error. The Bond III is designed to optimize lean workflows while reducing waste by automatically separating hazardous waste from buffer waste. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Shirley B. Adams, Contracting Officer, at Shirley.Adams@va.gov by March 31, 2014, no later than 10:00am EST. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Business Size Standard of 500 employees. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary.
