Industry Day Instructions Attachment 2 Statement of Objectives Attachment 1 DRAFT DRAFT DRAFT DRAFT DRAFT DRAFT DRAFT 1. INTRODUCTION/PURPOSE: a. TheVirginia Contracting Activity on behalf of the Agency is initiating a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Part 12 as supplemented with additional information including this posting. This is a DRAFT (HHM402-14-R-0005) solicitation using the Solutions for Intelligence Financial Management (SIFM) Statement of Objectives (SOO) only. b. The Agency is also conducting an Industry Day scheduled for 1 April 2014, 1300-1600 Joint Base Anacostia-Bolling, Washington DC, Defense Intelligence Agency, Building 6000. c. Based on Request for Information (RFI) posted Jul 2013, this effort will be 100% small business set-aside. d. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the labor and materials contained within the draft Statement of Objectives attached. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. e. The applicable NAICS code is 541219 and the applicable size standard is $19 million. f. The purpose of Solutions for Intelligence Financial Management II (SIFM II) is to provide the Agency with dedicated contractor support to assist the Agency's efforts to establish internal controls and demonstrate and sustain audit readiness by the end of FY 2018. Additionally, SIFM II shall provide support to the Agency for a wide range of financial, resource and program management activities, and will provide critical and timely support to assist in meeting the Agency's requirements through FY18. SIFM II is intended to streamline the procurement process for Chief Finance Officer (CFO) support and provide leadership with the capability to effectively and efficiently manage CFO resources. g. CFO is a collaboration of highly specialized skill sets required to provide defense intelligence Community with the capability to access a large pool of available talent with a diversity of experience, education, and technological capabilities. SIFM II contracts will establish the framework for delivering the types of services currently provided by expiring support contracts. h. Currently, the Government intends to make award(s) 3rd quarter of FY14. The intention is to compete a multiple award vehicle that will allow contractors to propose on all or any combination of the services areas in Section 3 of the Draft Statement of Objectives (SOO) (attached). 2. SECURITY: All contractors shall be required to have a Top Secret SCI Facility Clearance prior to submitting proposals. These requirements could include unrestricted access to DIA Headquarters and a DlA approved Sensitive Compartmented Information Facility (SCIF) with Joint Worldwide Intelligence Communication System (JWICS) connectivity and National Telephone System (NSTS) telephones. Security requirements will be task order-specific. -1- 3. SCOPE/ASSUMPTIONS: a. The CFO support will cover both classified and unclassified programs. The organizational scope of this effort is any Agency Service Center, and/or Agency deployed locations where the delivery of CFO support and related services is deemed necessary by the Government. b. SIFM II is envisioned as a task-order-based, multiple award IDIQ contract. c. The SIFM II contract vehicle is contemplated to include a base year, plus four 12 month option years. 4. POTENTIAL SERVICE AREAS: The anticipated contract vehicle wil1 provide the Agency with the availability of essential skills and expertise to meet the Agency mission requirements for specific service areas; to include: Project Management, Program Development and Budget Formulation Services, Budget Execution and Accounting Services, Audit Services, Cycle Management Services, Cost Analysis Services, Program and Performance Evaluation, Metrics Development Services, Financial Management and Internal Controls. These areas may change in response to industry input, evolving requirements, and/or other recommendations as deemed appropriate. 5. ADDITIONAL INFORMATION: This notice is for informational and planning purposes ONLY and does not commit the Government to any contractual agreement(s). This is not a Request for Proposal. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for Government use. 6.
