Description
Pricing Spreadsheet ITAR Certification Solicitation - BAA N00173-14-8202 The goal of this BAA is to develop a spaceflight prototype optical telescope assembly to be flight tested on a Class C (using NASA NPR 8705.4 as a rough guide) experimental spacecraft platform. This BAA plans to develop an optical telescope assembly by assembling current state of the art components to develop a new assembly that market research has shown does not exist. Two different optical telescope assembly configurations are being considered, reflective and refractive. A configuration trade decision will be made during Phase 1 of this BAA. Both configurations will incorporate powered optics, beam folding mirrors as required, mechanized dichroic beamsplitter mechanism assembly that may be inserted or removed on command from the principal optical beam, mechanized dark field calibration capability, and the electronic, mechanical, and thermal interfaces for two CMOS focal plane assemblies. Both configurations may need to accommodate a 2.5-7.5 cm diameter clear aperture tip/tilt fast steering mirror performing high bandwidth image stabilization functions embedded within the optical telescope assembly. The needs for image stabilization will be assessed under efforts not included in this BAA. Detailed performance goals for the optical telescope assembly can be found in a separate performance flysheet which will be provided upon request to ITAR qualified offerors. ITAR Restrictions: Detailed design information regarding this technology is deemed to be ITAR restricted within Category XV(e) of the U.S. Munitions List. Disclosure of the optical telescope assembly performance goals and parameters to potential offerors is subject to all United States export control laws and regulations including the Arms Export Control Act, the International Traffic in Arms Regulation (ITAR), the U.S. Munitions List (USML), the Export Administration Regulation (EAR), and the Commerce Control List (CCL). As such to receive the detailed design information and flysheet, potential offeors will be required to submit a competed certification with proof of status as a U.S. person (as defined in 22 C.F.R. Part 120.15). The Export Controlled Information and Technology Certification is available as Attachment -1 to this notice. The completed certification shall be emailed to the contract specialist at eric.sogard@nrlssc.navy.mil. Upon confirmation of eligibility, potential offerors will be sent a copy of all ITAR restricted documents. The documents must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. Award considerations will be based upon the degree to which the offeror's design demonstrates a viable solution that produces the best system performance while minimizing technical and programmatic risk. Mass and power are not drivers for the system outside of how they impact the optical telescope assembly performance. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
