- This sources sought notice is a request for information (RFI) for acquisition planning purposes only. This is not a request for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services. This RFI is for market research purposes only to gain knowledge of potential qualified sources and to explore industry capabilities. A response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges will arise as a result of contractor submission of information to this announcement or the Government use of such information. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. The information provided may be used by the Naval Special Warfare Command in developing its acquisition strategy, statement of work and performance specifications. Responses to this RFI will be used by the Naval Special Warfare Command (NSWC) to identify sources that can provide commercial off the shelf (COTS) Geospatial Intelligence (GEOINT) desktop, server-based and portal software products, to include software licenses, upgrades, and maintenance services, with capabilities that enable analysts to process raw data and produce tailored GEOINT products through mapping and spatial analysis of geographic information. A capability that provides a web services application that allows for publishing map visualization services and geoprocessing services via web browser tools and Google Earth. Web services provide ready access to maps, charts, imagery, and relevant intelligence information in a timely manner. •Data processing services. Server permits computationally intensive functions within software product to be performed on server processors, thereby permitting the analyst to continue using software product in other manners instead of waiting an extended period of time for the software process to complete. This capability can also be provided as a service to distant analysts via the web. •Data processing automation. Use of Model Builder and Python scripting to permit for programming that supports analyst functions, reduces training requirements, supports better standardization of workflows, and shortens processing time by automating processes and connecting steps. •Database support. Provides the capability to manage geospatial data in spatially enabled databases for improved efficiency of terabytes of imagery, maps and charts, and geospatial intelligence information for cartographic production tools to create custom products. Interested responsible business concerns should submit a capabilities statement that describes their products and services and demonstrates their capability to provide these supplies and services with positive past performance. The capabilities statement shall include the company name, CAGE Code, small business status (8a, HUBZone, service-disabled veteran-owned, small, small disadvantaged, veteran-owned, woman-owned), and point of contact (POC) information for the interested business concern. The capabilities statement should identify by contract number, past or current contract and/or subcontracts that were awarded to the interested firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a customer POC. Interested business concerns are responsible for adequately marking proprietary or competition sensitive information contained in their response to this RFI. The Government will review each respondent's capabilities statement to determine if the respondent has the requisite experience and past performance to fulfill the requirements described herein. The Naval Special Warfare Command may or may not publish a Request for Quote (RFQ) in the future. The Government does not guarantee any action beyond this RFI.
