- Background Information Sandia National Laboratories (SNL) has made an initial investment in the research and development of Surface Enhanced Raman hardware capable of being integrated into a handheld Raman system, which can provide detection for certain analytes down to ppm levels. The developed method concentrates vapor phase analytes for subsequent deposition onto a functionalized SERS surface. SNL is seeking commercial partners who are interested in investing in the further development of this technology to create a product that could be deployed by the industrial, first responder and military communities. Sandia National Laboratories is a multi-program laboratory managed and operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation, for the U.S. Department of Energy's National Nuclear Security Administration under contract DE-AC04-94AL85000. (SAND2014-2234P) Opportunity Description SNL is seeking a Cooperative Research and Development Agreement (CRADA) with an industrial partner with proven experience in the design, development, and deployment of handheld Raman spectrometers. The objective of this partnership would be the joint development of a drop-in SERS based sampling unit, composed of a SERS sampling vial and a sample pre-concentration system. Collaborators will work with SNL on the integration and testing of the SERS system with existing handheld Raman instrumentation. This will involve not only hardware development, but also expansion of the library functions to include SERS analysis of pertinent materials. The desired outcome of the collaboration will be commercialization/deployment of the technology through refined product design, optimization, and quality assurance. Qualified partners will contribute resources, including funds-in support to SNL and in-kind support in the form of laboratory staff and instrumentation. Qualified partners will have the option to obtain, up to and including, an exclusive license to the intellectual property in a pre-defined field of use for reasonable compensation. Information Sought SNL invites interested parties to provide a detailed description of relevant background, experience, expertise, and capabilities that could be brought into a collaborative partnership with SNL. The following information is being requested: •Description of experience, expertise, and capabilities with handheld Raman instrumentation. •Description of experience, expertise, and capabilities with SERS technology. •Description and experience in taking technology from a Technology Readiness Level (TRL) 2 to a TRL 6-7. •Description of past experience working with and delivering on contracts for industry. •Description of past experience partnering with R&D organizations such as Federally Funded Research and Development Centers (FFRDC), universities, National Laboratories, or Government Laboratories to successfully develop and deploy products. Sandia seeks firms able to contribute a minimum of $800K per year for two years towards this project. Interested parties may provide additional relevant information as desired. In addition to evaluating the provided information as outlined above, SNL will evaluate all responses and select prospective parties with which to engage in further discussions based on the following criteria, pursuant to SNL's technology transfer mission: •How will the respondent deploy the technology for the benefit of the U.S. public good? • How will the respondent's deployment of the technology benefit U.S. economic competitiveness?
