Description
The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, Health Effects Laboratory Division intends to conduct negotiations with West Virginia University, Division of Animal and Nutritional Sciences, P. O. Box 6108, Morgantown, West Virginia 26506 on a sole source basis, for a pilot project to design, implement, and evaluate a dog training program for incarcerated veterans. The project will best be accomplished by using an existing program that has an ongoing service dog training program at the Federal Corrections Institution, Morgantown, WV veterans reintegration program, as well as background and experience in managing and training individuals to work with service dogs, and the skills and knowledge necessary to conduct this research. The overarching goal of this project is to design, implement, and evaluate a service dog training and education program for incarcerated veterans. More specifically, one of the key goals is to evaluate if such a program has positive psychological benefits, while simultaneously giving them the work and life skills necessary to transition from prison to meaningful employment after their release. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and (b)(1). Competitive solicitation documents are not available. This notice is for informational purposes. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency however.
