- The Performance Work Statement identifies GlobalNet requirements. SOURCES SOUGHT SYNOPSIS DSCA GlobalNet Platform Support Services This is a SOURCES SOUGHT ANNOUNCEMENT and is issued for INFORMATION AND PLANNING PURPOSES ONLY. This is not a SOLICITATION. This is NOT a request for proposal and is not to be construed as a commitment by the Government to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. Information received as a result of this notice will become part of our market research and used to determine interest and capability of potential sources. Proprietary information will be protected to the greatest extent provided by law. THIS NOTICE NOR PARTICIPATION FROM THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The Defense Security Cooperation Agency (DSCA) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the DSCA Programs Directorate requirements for software development, testing, and operations supporting the GlobalNet platform. The GlobalNET platform is an integrated stack of open source web-based applications. The platform, while ever evolving, has been in operation for over seven years and has a mature set of user stories, requirements, management, operational processes, and procedures. The platform is used globally, to allow partners to continue to communicate, build communities of practice, and share information. System requirements are defined by the user community, prioritized and scoped by the Government Program Manager, discussed with the contractor prior to coding, and subsequently bundled into a release of manageable size based on mutual agreement by the Government and contractor. The objective is to continue to operate the current technology solution IAW DoD guidance meeting net centric and information sharing standards and deliver new functionality within that framework. This effort is to maintain services for the GlobalNET user community. The outcome of this effort will be coordinated updates to the current platform, and the ability for the GlobalNET user communities to maintain connection to former participants, share information among each other, and other institutions/activities, using the web-based platform. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, CAGE Code, DUNS Number, Company Size, and Socio-economic Category (if applicable). 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. If solicited and Small Business capabilities exist, this requirement will be a Small Business Set-Aside. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 3pm 28 March 2014.
