- SOLE SOURCE OR LIMITED SOURCES JUSTIFICATION (APPLICABLE TO PURCHASES $3,000 - $100,000) 1. Contracting Activity: Corporation for National & Community Service Office of Procurement Services 1201 New York Avenue, NW Washington, DC 20525 2. Purchase Request Number: CNS1402180002 3. Authority for Action: 0 FAR 8.405-6(a), Restricting Consideration under GSA Federal Supply Schedules 1 FAR 13.106-1(b), Soliciting from a Single Source 4. Describe the supply or service to be acquired and the total estimated dollar value: For $5,000 The Corporation for National and Community Service will receive from the National Youth Leadership Council the following services for the National Service-Learning Conference. CNCS continues to attend the Conference in order to connect our programs to the more than 2,200 attendees. • 1 20x20 exhibit booth space: please complete the exhibitor form so that we have the information needed for the program guide. The booth will include 8 full conference registrations. Actual CNCS staff and AmeriCorps members have not yet been determined • 1 90-minute workshop session: we will need a description for the program guide. • 1 full page ad in conference program guide. Advertising Guidelines:  All ads will be printed in black, and can include a second color consistent with the publication.  Specs for Full-Page (w 7.5"x h 10") • Space for CNCS reception, suggest either Wednesday or Thursday evening. If you would like information on the reception included in the program guide, we will need a description by December 7. • CNCS to be listed as a sponsor of the event with logo placement on: o Website with link to CNCS website o Exhibit hall entrance unit o Inside cover of program guide o Conference bag o Plenary stage • One item to put into conference bags Below is the descriptions and associated costs for all items referenced above. One item of note, NYLC has invited CEO Wendy Spencer, CNCS to provide a keynote address. 5. List the proposed contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed contractor: The National Service-Learning Conference is the largest gathering of youth and practitioners from the service-learning movement, convening approximately 2,200 young people and adult service-learning practitioners from across the country and around the globe. Three days of workshops, plenary presentations, thought leader series, affinity meetings, exhibits, service projects, and more offer attendees opportunities to refresh and renew their service-learning practice or be introduced to the essentials. The conference is convened by the National Youth Leadership Council. The conference contact is Amy Meuers, (651) 999-7363, ameurs@nylc.org. 6. Describe your market research efforts and efforts to ensure that offers are solicited from as many potential sources as is practicable: There are no other service-learning conferences that are national in scope and convene youth, practitioners, and researchers, from all levels of the education sector. There are other conferences that reach specific audiences in service-learning, but do not have the broad reach of the National Service-Learning Conference. Examples include: The International Association for Research on Service-Learning and Civic Engagement (IARSLCE) Annual Conference The conference will take place November 6th-8th, 2013 in Omaha, NE. IARSLCE supports the process of discovery by assembling school practitioners, funders, and students to share and discuss their research related to service-learning and community engagement. http://www.researchslce.org/conferences/ American Education Research Association AERA hosts a special interest group (SIG) on service-learning and experiential learning. The SIG's purpose is "to bring together both researchers and practitioners to build and promote understanding of SL and experiential education for the betterment of the field." The SIG also sponsors presentations on service-learning at the AERA's annual conference. http://www.aera.net/ Conference of the Engagement Scholarship Consortium The Engagement Scholarship Consortium (ESC) is a non-profit educational organization composed of higher education member institutions that work collaboratively to promote strong university-community partnerships anchored in the rigor of scholarship, and designed to help build community capacity. This year's conference will take place October 8th-9th, 2013 at Texas Tech University. http://engagementscholarship.org/conference/esc-2013-meeting The Engaged Campus: Driving Innovation through Partnerships This conference will showcase and celebrate advanced and innovative efforts in campus civic engagement including experimentation with creative partnerships and a focus on holistic practice-collective, strategic and aligned institutional involvement in local communities. The conference will take place May 19th-21st in Dearborn, MI. http://www.compact.org/events/the-engaged-campus-driving-innovation-through-partnerships/ International Conference on Advances in Service-Learning Research This international research conference is sponsored by more than twenty national organizations and foundations and convenes leading service-learning scholars and researchers to present new study findings, methodological and theoretical advances, and recently completed research agendas for studying various aspects of service-learning in K-12 education, teacher education, and higher education. http://outreach.msu.edu/ 7. State why you feel that the anticipated cost to the Government will be fair and reasonable: The cost to the government is fair and reasonable because the National Service-Learning Conference is the largest gathering of service-learning practitioners and youth. CNCS will connect with key audiences that naturally fit with our agency's programming. This year's cost is $1,000 less than last year's. 8. Other: N/A 9.
