Description
The Mission and Installation Contracting Command - Fort Bragg (MICC-FB) is planning to solicit offers for the Joint Readiness Training Center (JRTC) at Fort Polk, Louisiana. The MICC-FB acquisition is a follow-on effort to the Mission Support Services (MSS) contract. This acquisition is to perform support services for JRTC's training mission to include the following major functional areas: Scenario Development, Logistics and Property Management, General and Information Technology, Maintenance Support, Leadership Training Program (LTP), Joint Operations Center (JOC) and After Action Review (AAR), Battle Simulation Center (BSC), Rotational Video Support, Tactical Engagement Simulations (TES) Support, Battlefield Effects (BFE) Support, Role Play/Civilians on the Battlefield and 162nd Infantry Brigade (162IN BDE) Support. The NAICS code applicable to this procurement is 611699, All Other Miscellaneous Schools and Instruction with a corresponding small business size standard of $10M. This specific post is to release the Draft Performance Work Statement (DPWS) and to provide interested parties sufficient notice for an upcoming site visit. All comments and/or questions regarding the DPWS or questions resulting from the site visit must be submitted and received by 4:00pm Eastern on 21 April 2014. Comments and/or questions must be submitted via e-mail to the Contracting Officer, Brandon A. Hawkins, at the following address: brandon.a.hawkins.civ@mail.mil AND cc: Contract Specialist, Kristine Griffin, at the following address: kristine.j.griffin.civ@mail.mil. All comments and/or questions must be gathered and submitted via a SINGLE e-mail per interested party, preferably in Microsoft Word document attached to e-mail at the addresses listed above. All questions/comments shall also reference the DPWS section and paragraph number to ensure accuracy. In all responses, please reference W91247-13-R-0018 JRTC Mission Support DPWS Questions in the subject line. All timely submissions will be reviewed and the final PWS may contain changes as a result of any input received. Questions/comments received via phone and facsimile will not be acknowledged. Site Visit Information. A site visit is scheduled for 15-16 April 2014. Due to space limitations and logistical considerations, participation is limited to Prime Contractors intending to submit a proposal and their teaming partners. Firms may attend with no more than four attendees per firm to include the Prime Contractor representatives and any additional teaming partner representatives. Prime Contractors must submit a request for participation including the names, contact information, and firm information for all parties. Attendees must receive acknowledgement from the Contracting Officer or the Contract Specialist noted above in order to attend the site visit. Details regarding the time and location will be released upon notification of the firm's intent to attend. Please submit reservation requests, including full name and position/job title of the attendees, to Kristine Griffin at: kristine.j.griffin.civ@mail.mil no later than 02 April 2014, 10:00am Eastern. No solicitation exists; therefore, do not request a copy of the solicitation. Upon release to the public, the Request for Proposal (RFP) as well as amendments will be available at the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi/solicitation. The Government anticipates the availability of a draft RFP (DRFP) during the month of April 2014. Availability of the final RFP is anticipated during the month of May 2014. Additional details regarding the release of the final RFP will be provided upon release of the DRFP. Upon the release of the DRFP, potential Offerors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the DRFP and/or the associated documents. All timely submissions will be reviewed and the final RFP may contain changes as a result of any input received.
