- Solicitation Attachment 4 Solicitation Attachment 3 Solicitation Attachment 2 Solicitation Attachment 1 Solicitation This notice serves as the official solicitation for FA4417-14-R-0008 GROUNDS MAINTENANCE. Hurlburt Field, FL, intends to make a single award for GROUNDS MAINTENANCE with a period of performance 14 September 2014 through 13 September 2015; with four one year option periods. Work consists of, but is not limited to, providing all personnel, management, tools, supplies, labor and supervision necessary to perform grounds maintenance services IAW the Performance Work Statement (PWS). This acquisition is being offered for competition to eligible Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The North American Industry Classification System (NAICS) code for this project is 561730 with a size standard of $7M. The Contracting Officer anticipates awarding a firm-fixed price type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) PRICE, (2) TECHNICAL and (3) PAST PERFORMANCE. The Government reserves the right to award a contract to other than the lowest proposed price. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2013) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012). This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov. For information on how to register your company on FBO, to view or receive updates and notifications to the solicitation, please reference the FBO Vendor Guide located on the FBO web site home page. NO paper copies of the solicitation will be furnished. There will be a site visit for this requirement at Hurlburt Field on April 2, 2014 at 9:00am (Central Time). If attending, prospective contractors must submit no more than two names per company to the Government POC by March 31, 2014. Please refer to the solicitation document for base access requirements. All questions regarding this posting and the subsequent solicitation must be submitted in writing no later than April 18, 2014. The answers to questions will be posted as amendments to the solicitation and will appear as attachments to this notice.
