Description
The Army Contracting Command - Rock Island (ACC-RI) may issue solicitation W52P1J-14-R-0001 for base operations support and security services at various locations throughout the country of Kuwait at a later date. This is an announcement for a site-visit that will be held in Kuwait on May 7-8, 2014. ACC-RI will host a tour of the various camp locations throughout the state of Kuwait. This site-visit is to familiarize companies with the requirements and physical locations of performance for services that will be performed under the future Kuwait Base Operations & Security Support Services 2.0 (K-BOSSS 2.0) contract. A draft of the Performance Work Statement (PWS) will be forthcoming. Previously, a sources sought announcement was issued on September 26, 2013, under solicitation number W52P1J-14-R-KBOS, seeking interest from industry prior to release of a potential solicitation. ACC-RI intends to conduct a full and open, best value competition to award a single-Fixed Price Incentive Firm (FPIF) contract with non-fee bearing Cost Reimbursable Contract Line Item Numbers (CLINs) and an overall Award Fee Plan. The Period of Performance is anticipated to be one base year plus four one year evaluated option periods. It is estimated that a Request for Proposal will be issued September 29, 2014. However, this date is subject to change. Future notices will provide updates of the anticipated solicitation release date. The successful offeror for this acquisition will be required to support the Area Support Group - Kuwait (ASG-KU) for those interconnected base operations support services that are critical to mission accomplishment, and cannot be efficiently acquired independently via separate competitive acquisitions. This requirement supports all USG Army installations in the State of Kuwait, including but not limited to: Camp Arifjan, Camp Buehring, Udairi Range Complex, Camp Patriot on the Kuwait Naval Base (KNB), the Aerial Port of Debarkation (APOD) located at the Kuwait City International Airport (KCIA)), and Sea Port of Debarkation (SPOD) located at the Kuwait Port of Shuaiba, and other locations in support of the DCA between the governments of the State of Kuwait and the USG. The Contractor will be required to successfully integrate and execute the following services in support of a USG presence in the region: Logistics; Engineering Services; Installation Support Services (Morale Welfare and Recreation (MWR)); Information Management; Administrative Publications and Forms and Copiers; Postal Operations; Support Services for Medical Office; Operations; Security, Fire and Emergency Services; and, Safety. It should be noted that any interested parties considering responding to a future solicitation for these requirements must be able to demonstrate the existence of a current U.S. facility clearance to the SECRET level IAW DODD 5220.22, National Industrial Security Program Operating Manual. This SECRET level clearance may also apply to affiliates, team members, and subcontractors if they have access to classified information. At the time a future solicitation is issued, all respondents will be required to submit Facility Clearances for all entities who will be handling classified information (to include, but not limited to: subcontractors, teaming, and any joint ventures) in accordance with the directions delineated in said solicitation document. The maximum number of site-visit representatives from each interested organization is three. Transportation and security will be provided by the Government while conducting tours of each location as well as to and from the tour sites and the Hilton Kuwait Resort. For security reasons, all participants must use the Government provided transportation. (NOTE: Although this is the location for pickup and drop-off for site-visit participants, lodging is at the discretion and choice of each party.) All parties are responsible for transportation to and from the country of Kuwait, entry into Kuwait (securing visa), transportation to and from Kuwait City International Airport (KCIA) and their choice of lodging. Interested parties should submit the attached Intent to Attend K-BOSSS 2.0 Site Visit form and required supporting documentation to USARMY.RIA.acc.mbx.kbosss2@mail.mil, no later than April 14, 2014. Please reference K-BOSSS 2.0 Site Visit in the subject of your e-mail. Access to the secure USG facilities is restricted. Information submitted on this form will be used for installation access to secure facilities during the site visit. Failure to submit the Intent to Attend K-BOSSS 2.0 Site Visit form and required supporting documentation will result in forfeiture of the right to attend this site visit. Attendees will be required to present two forms of state-issued identification upon arrival to secure locations. This site-visit announcement neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This announcement should not be construed as a commitment by the Government for any purpose.
