- NOTICE OF INTENT TO SOLE SOURCE. The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) / PM Combined Arms Tactical Trainers (PM CATT) / PM Special Operations Forces Training Systems (PM STS) intends to modify the Call For Fire Trainer (CFFT) III Indefinite Delivery, Indefinite Quantity contract to increase the contract ceiling from $45,000,000 to $100,000,000. The IDIQ contract was awarded on August 15, 2012 as a one year base period and 4 - one year optional periods to Nova Technologies and Employee Owned Engineering Company, 429 S. Tyndall Parkway, Suite S., Panama City, FL 32404-6747, DUNS: 017444196. 1)Background/History/Program Description: The CFFT is the U.S. Army's choice for training all Soldiers in the basics of call for fire and for providing both basic and advanced training to Forward Observers (MOS 13F). The CFFT is a lightweight, rapidly deployable, observed fire training system that provides simulated battlefield training for Fire Support Specialists, Joint Fires Observers (JFO), and Soldiers at the institutional and unit level. CFFT IIIs provide improved capabilities that replaces legacy CFFTs which utilize proprietary software and databases making technical support difficult and sustainment cost prohibitive. The USSOCOM JFPL JTAC Trainer is a modular, scalable, PC-based system designed to provide training for both Special Operations Forces (SOF) personnel in Terminal Attack Control (TAC), Fire Support (FS) coordination training, and mission rehearsal. The JTAC Trainer can operate in a stand-alone mode or in a networked, interoperable mode, connected to other simulators using Distributed Interactive Simulation (DIS) or High-Level Architecture (HLA). The JTAC Trainer is interoperable with multiple simulators and network with other command and service simulators. Networking to aircraft and ground simulators for mission rehearsal or joint exercises in the virtual battle space enables forces involved in operations to simulate and evaluate mission options. The JTAC Trainer supplements field training to provide realistic introductory, upgrade and proficiency training; reduce training costs associated with live exercises; and enhance mission success by providing mission rehearsal in the joint synthetic battle space. The JTAC Trainer is a training solution to deliver USSOCOM JTAC training systems that support both classroom (throughput) and immersive (certification) training. The JTAC Trainers have been accredited by the Joint Fires Support Executive Steering Committee (JFS ESC) for Close Air Support (CAS) Types I-III, Day/ Night and Laser Engagements without Restriction and can substitute two (2) of the six (6) required calls every six (6) months for currency. The JFPL systems utilize the JFPL architecture and processes, which provide product line configurations and modules for both the US Army and USSOCOM that, consist of the following, as a minimum: a)JFPL Classroom Configurations. The classroom configurations as well as the classroom variants shall be designed to train and enhance skills for Warfighters in delivery of fires. There are currently four (4) classroom configurations and three (3) variants for the JFPL CFFT III. The classroom configurations include: the one instructor to four (4) trainees (1:4), one instructor to twelve (12) trainees (1:12), and one instructor to thirty (30) trainees (1:30). There is an additional configuration of one instructor to thirty (30) trainees (1:30) including six (6) enhanced student stations instead of one. The three (3) (1:4) classroom variants include the Joint Close Air Support (JCAS) variant, Enhanced Display (ED) variant, and the Mobile Team Trainer (MTT) variant. In addition, there are multiple classroom configurations of the JFPL JTAC Trainer having from one (1) to five (5) advanced trainee stations with full VME capability. b)JFPL Immersive Modules. The JFPL CFFT III immersive modules shall provide a dynamic, immersive, virtual environment to support more advanced training capabilities. The modules include individual and team training systems oriented on training the cognitive skills required by the Warfighter. The modules include the Adaptive Full Spectrum Module (AFSM), Urban Terrain Module (UTM), Close Air Support Module (CASM), Fires Effect Cell Module (FECM), JTAC JFPL Dome, and After Action Review Module (AARM). The JFPL JTAC immersive configurations include JTAC Phase II Trainer which is similar to the AFSM with a large display screen, berm and SME; and the JTAC Phase III Dome Trainer which is an immersive trainer with an immersive dome display system, berm and SME. c)JFPL Simulated Military Equipment (SME). The JFPL simulates Military Equipment listed below and uses both six-DOF and three-DOF tracking to correlate SME views with the panoramic battlefield views to support both the immersive and classroom configurations. For all SME, Virtual Military Equipment (VME) using a virtual graphical user interface is provided for each Enhanced Trainee station. The JFPL SME/VME currently includes the following: 1.Lightweight Laser Designator Rangefinder (LLDR) 2.LLDR 2H (VME Only) 3.Mark VII (VME Only) 4.Vector 21 5.M 22 Binocular 6.IZLID 7.Compass 8.Mission Clock 9.Ground Laser Target Designator II (GLTD II) 10.DAGR 11.PRC-117G 12.PVS-14 Night Vision Goggle 13.SOFLAM (VME Only) 14.Pocket Laser Range Finder (PLRF 15C) 15.Enhanced Joint Terminal Attack Controller Laser Target Designator (EJTAC LTD) 16.SeeSPOT III (AN/PAS-21) 2)Purpose: The Government plans to issue Delivery Orders against the CFFT III ID/IQ Contract for the production of new JFPL JTAC Trainers and additional CFFT III Trainers during FY 14-16 as well as onsite Operation and Maintenance support for non MER fielded systems. 3)Scope of Work: This effort will provide for the management, design, production, integration, testing, documentation, configuration management, delivery, installation and operation and maintenance of the JFPL family of systems. The CFFT III ID/IQ Contract will enable PM STS to support the CFFT and JFPL JTAC Trainers acquisition program throughout the interim period (FY 14-16) through the use of product line architecture while the software baseline is developed and documented in a Technical Data Package conforming to the JFPL architecture. The JFPL has been specifically developed to support joint fires acquisition products. 4)Technical requirements: The Contractor shall implement a Product Line Configuration Management Program which executes Product Line Configuration Management across all JFPL systems/products. The Contractor shall implement a system which manages the system/product versions across all JFPL systems and products. The Contractor shall develop, maintain, and update configuration management procedures to be used for control of all hardware and software baselines using an automated configuration management process. The Contractor shall update the Product Line documentation as approved changes are made to the Product Line core assets, features, and purposes. The Contractor shall produce JFPL systems and products that meet the performance requirements as amended in the System Specification for JFPL (PRF-PT-00561 Amended) and the latest JFPL documentation (i.e., Product Line Design Document (PLDD), Product Line Architecture Framework (PLAF)). The JFPL products include simulated military equipment and virtual military equipment. All JFPL systems that include CAS shall obtain the JFSESC accreditation for Type I through III CAS training, night missions and LASER Designation Calls. 5)Duration of the contract: Base Period: 15 August 2012 - 14 August 2013 Option Period I: 15 August 2013 - 14 August 2014 Option Period II: 15 August 2014 - 14 August 2015 Option Period III: 15 August 2015 - 14 August 2016 Option Period IV: 15 August 2016 - 14 August 2017 6)Capability Statements submitted by interested businesses must include the following: a.Provide an overview of your company's Joint Fires Product Line (JFPL) Knowledge/Expertise; b.Provide an overview of your conceptual JFPL Product Line Management/ Product Line Technical Management Processes and how you can manage this concurrently with ongoing JFPL efforts; c.Indicate whether or not JFPL Products developed by your company will be provided with full Government Purpose Rights and Products that will be classified as proprietary to your company; 7) Capability Statement Information Submission Instructions: (i.e., Page Limitation, Page formatting, etc.) Capability Statements shall include the following: a)Cover and title page with the following information: Organization name and address DUNS 1.Point of Contact (i.e., name, phone number, email address) who can verify the capabilities identified in the response. 2. Title of Project: CFFT III 3.Solicitation Number: W900KK-12-D-0005 b) Table of Contents - The table of contents must provide sufficient detail to enable easy location of important elements. c) Response to questions 8a thru c above. d) Format Requirements: Page size shall be 8 inches x 11 inches. All pages shall have a 1-inch minimum margin on all sides and shall be oriented in portrait and single column format. Text shall be single-spaced, using Times New Roman font, 12-point size, and color black. Fold-out pages are not permitted. Illustrations, such as graphics, figures, graphs, embedded screen shots (or graphics), and tables shall be a minimum of 12 point with colors other than black allowable. Pages containing illustrations may be oriented in landscape format. Page numbers, headers, and footers may be outside the page margins, and are not bound by the font, color, and point size requirement. Information not contained within the above limitations may not be evaluated. e) Page limitation: Capability Statements/Information shall not exceed 25 pages (excluding the cover page and table of content page). Pages over the maximum page limitation may be excluded from evaluation at PCO's discretion. Exceptions to the page limitations are if required: cover pages, indices/tables of contents, and divider pages. PEO STRI anticipates soliciting and negotiating with only one source under the statutory authority 41 U.S.C. 253(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Nova Technologies is the only source available to provide services that meet mission critical requirements. No Request for Proposal (RFP) will be issued based upon this Notice. Interested organizations may submit their capabilities/qualifications to perform the effort, in writing to Ms. Wikiki Henton via email at wikiki.l.henton.civ@mail.mil with the solicitation number (W900KK-12-D-0005) referenced in the subject line, no later than 3:00 pm Eastern Time, April 4, 2014.
