- The Naval Sea Systems Command intends to issue a Cost-Plus-Fixed-Fee modification under Contract N0024-09-C-2302 to Bath Iron Works (BIW), 700 Washington Street, Bath, ME 04530, for FY14 and FY15 planning and execution of Class Design Services, Class Documentation Services, Class Engineering Studies, Cost Estimating Support, LCS Ship Transition, Interim Support Services, and Liaison for Ship Construction and Post Delivery with the Class Design Agent for LCS 6 and follow. BIW is the only source with the requisite knowledge of, and experience with, the LCS 2 and LCS 4 designs, construction, systems, and mission module interface requirements to efficiently and effectively execute the class design services for LCS 2 and LCS 4. Also, BIW possesses a unique comprehensive understanding of the open issues surrounding LCS 2 and LCS 4, particularly concerns which have been discovered during Post Delivery Test and Trials and the various Post Delivery Availabilities on LCS 2. BIW is the only contractor positioned to complete work in support of LCS 2 and LCS 4 schedules. The modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Companies interested in subcontracting opportunities should contact BIW directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
