Description
Mission Planning course This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSAR clause 3052.209-70 Requirements: 1. Develop and draft a Course of Instruction in the form of a Lesson Training Guide to meet the SOW Objective. Provide Staff support: * Develop the MSRT Mission Planning Course learning objectives and outline. * Develop individual lesson content * Deliverable: an electronic version of MSRT Mission Planning Course Lesson Training Guide. 2. Develop day Schedules and individual lesson presentations for a three-day classroom MSRT Mission Planning Course block of instruction. Provide staff support to: * Draft lesson content for classroom instruction in the form recognized and accepted training aids. * Develop and draft a course critique. * Deliverables: electronic versions of: - a daily schedule broken down by time and individual lessons - presentation material in support of classroom presentation - MSRT course critique. 3. Develop and draft a table-top exercise in support of the MSRT Mission Planning Course. Provide staff support to: - Develop a maritime based scenario specific to MSRT mission in support of exercising course fundementals and mission planning process during a table top exercise. - Develop a master scenario events list (MSEL) to support the delivery and exercising of the table top exercise. - Deliverable: electronic versions of: * table top exercise scenario * MSEL in support of the table top exercise. 4. Provide in-person instruction in support of a Pilot, 3-day MSRT Mission Planning Course to be held at the MSRT Headquarters or other Government directed facility based on deliverables identified in paragraph 3.1, 3.2, and 3.3. Provide instruction for up to two(2)follow-on MSRT Mission Planning Courses after completion of task 3.4 5. PROGRESS REPORTS. - The Constractor shall provide a twice-monthly report of project progress to include SOW individual requirements accomplishments and completed deliverables. Progress reports and contract deliverables shall be provided via UNCLAS e-mail attachments to: *Mr, Terrence Reed, Terrence.d.reed@uscg.mil, USCG Maritime Security Response Team. 6. PERIOD OF PERFORMANCE. Task 3.1-3.6 require completion within 90 days from date of contract award, dependent upon the government's ability to support Task 3.4 (pilot block of instruction); Task 3.7 within six months after completion of Task 3.4. See attachement for additional statement of work.
