- PRE-SOLICITATION NOTICE Solicitation No.: SGE500-14-R-0031 The American Consulate General, Frankfurt, hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposals (RFP) for: DESIGN-BUILD CONSTRUCTION SERVICES PHYSICAL SECURITY UPGRADE/ NEW MANTRAP PROJECT AMERICAN EMBASSY NIAMEY, NIGER The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm-Fixed-Price design-build construction contract in the second quarter of 2014, on behalf of the American Embassy Niamey, Niger. The Contractor is solely responsible for providing construction services necessary to meet the requirements of this contract within the established schedules. The Contractor shall construct the project in accordance with the technical requirements which will be provided with the solicitation document. Work is summarized as follows: This project is for design and construction of mantrap enclosures for two entrance points at the Embassy, in accordance with the Department of State criteria. The design effort is minimal, involving minor tailoring of existing drawings to Post-specific conditions. The drawings are 90% complete. Post will assist the Design Builder in obtaining host-country and OBO approval for the proposed improvements on the basis of the agreed-upon concepts. The estimated magnitude for the entire project is between $500,000.00 and $1,000,000.00 U.S. dollars. A site visit will be conducted at the American Niamey, Niger. The exact site visit date will be announced later. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Mr. Kenneth Mamba, RPSO Contract Specialist, at the email address: MambaKG@state.gov, no later than April 03, 2014, using solicitation number: SGE500-14-R-0031 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation must include the following information: Name of company; name, telephone and fax numbers, e-mail address of point of contact, and complete physical and mailing address of company. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the contractor. Offeror shall be solely responsible for any entry or work visa issues. By expression of interest in this project, the prospective offeror certifies that it satisfies the requirement below which will be part of the resulting contract: DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) Offeror will be required to provide with its proposal written evidence assuring the Contracting Officer that authorization to operate and do business in Niger has been obtained. The solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures.
