Description

It is the intent and objective of the Government to use this presolicitation to award a Firm Fix Price Design/Build mechanical contract to design, construct and provide as-built drawings for the replacement of the remaining secondary hot and cold water piping and associated equipment for the 4-pipe Fan Coil Unit (FCU) system, plus replace Fan Coil Unit components for the 4-Pipe FCU system at approved locations at the Department of Energy James Forrestal Building located. All work on the 4-pipe system will need to be performed on the weekends between Friday night after normal business hours and back in regular working condition by Sunday night. The contract is for five hundred and eighty-four (584) calendar days from the notice to proceed letter. This price range for the contract is between $4 million and $6 million for the duration of project. This is a two-phase procurement. The Phase I of the solicitation will be posted to Federal Business Opprotunity (FBO.gov) in early April 2014. Phase I of this procurement will result in a narrowing of offerors based on Phase I evaluation factors. All responsible 8(a) sources may submit a Phase I proposal which shall be considered by the agency. Upon determination of the contractors advancing to Phase II, those offerors will receive a Phase II Request for Proposal (RFP).
