Description
J&A for SAVA Operational support 6-month bridge This notice of intent is to negotiate an up-to 6 months labor hours bridge extension with SAVA Workforce Solutions, under the authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. Currently the FBI's TSC has 2 contracts, one with SAVA and one with Sotera, which both support Operations and IT. However, it was determined to be in the best interest of the Government to consolidate TSC's entire Operational support requirement under one contract moving forward, and the IT support under another contract. The new Operational support contract is pending award in April 2014. This operational support bridge will allow the incumbant contractors to facilitate a smooth transition through a phased approach until new contract personnel are on-board and sufficiently trained. Due to the complexity associated with such a large requirement and the highly specialized nature of the services required, the bridge will allow the continuation of current services without disruption to TSC's 24/7 operations. The TSC will institute a phased approach in which the number of positions in each labor category will gradually decrease until the new contract staff is fully operational. This strategy will enable TSC to retain critical positions and mitigate knowledge loss until the transition is complete. Unless this bridge is established, the TSC risks being unable to provide timely coordination and reporting on encounters with Known or Suspected Terrorists to the law enforcement and intelligence communities. Furthermore, not fulfilling this requirement will result in severe degradation to the quality of TSC's operations and ultimate deterioration of mission readiness. This notice of intent is not a request for competitive proposals. Therefore, any responses or inquiries to this notice MUST demonstrate clear and convincing evidence that competition for the bridge period will be advantageous to the Government.
