- Pre-Solicitation Synopsis Lower Granite Waste Water Treatment Construction Project: Lower Granite Waste Water Treatment. This will be a firm-fixed-price construct contract located at Lower Granite Lock and Dam (Garfield County, Washington). Estimated construction magnitude is between $1,000,000 and $5,000,000; and 100% performance and payment bonds will be required. The period of performance is anticipated to be a total of 255 days - with 180 to construct and 75 days to decommission the old facility. Summary of Scope of Work: This contract is for wastewater system improvements including the construction of a new lift station with duplex submersible grinder pumps and a new 3 to 4-inch diameter force main, new septic and dosing tanks, a new drain field, improvements to the existing Juvenile Fish Facility (JFF) Lift Station, and installation of a new 5kV feeder to provide electrical service to the existing JFF, proposed new JFF, and new wastewater facilities. Fiber optics for telecommunications will also be installed. The new lift station will be installed at the location of the existing Main Lift Station. The existing waste water treatment plant will be decommissioned and removed after the installation of the new wastewater treatment system. The waste water treatment plant is a 2 story concrete building with an approx 50 foot by 50 foot footprint. Solicitation Number W912EF-14-B-0004 will be posted to the FBO website on or about April 10, 2014. The solicitation will be an Invitation for Bid. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. The solicitation will be set aside 100% for small business. The NAICS code for this procurement is 237110, and the small business size standard is $35,500,000 in average annual receipts. When released, the solicitation documents for this project will be available via www.fbo.gov. NO CD's OR HARD COPIES WILL BE AVAILABLE.
