Description
NASA/AFRC is hereby soliciting information about potential sources for Hazardous Waste Pick-Up, Transport and Disposal Services. Blanket Purchase Agreement (BPA) For Hazardous Waste Pick-Up, Transport and Disposal Services The National Aeronautics and Space Administration (NASA), Armstrong Flight Research Center (AFRC) in Edwards, CA and Armstrong Science and Aircraft Integration Facility (SAIF) in Palmdale, CA are seeking to identify interested and highly qualified small business sources to provide Hazardous Waste Pick-Up, Transport and Disposal Services. The 2014 North American Industry Classification System (NAICS) code is 562910 (Environmental Remediation Services). The small business size standard is 500 employees. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict NASA as to the ultimate acquisition approach. NASA will not reimburse respondents for any costs incurred in preparation of a response to this notice. For market research purposes only, we invite responses from small businesses. Contract Information: 1. NASA AFRC will select an Environmental Remediation firm for a BPA to perform environmental work and the adherence to the requirements of the various state, federal and /or local requirements. The contract is expected to be awarded in fiscal year 2014 with a one year base award and four one-year option periods, for a total ordering period not to exceed five years. Project Information: 2. Activities at AFRC and SAIF generate waste products, which pose potential hazards to personnel and to the environment. These hazardous wastes will be generated from: a. Aircraft servicing and de-servicing b. Ground support equipment maintenance c. Science programs d. Tank Clean outs 3. Under the terms of the contract, the contractor shall provide the following: a. All requisite documentation, transportation and disposal services for hazardous waste chemicals b. Proper placarding for transport vehicles c. Waste profiling and application for acceptance at various approved Treatment, Storage, and Disposal Facilities (TSDFs). Preparation of land disposal restriction documents, if required d. Identify banned materials according to specified treatment standards and schedule treatment utilizing appropriate methods at TSDFs as required by regulations e. Tank cleanouts and / or pump outs f. Emergency HAZMAT Services, to include a response time within TWO HOURS of notification g. Garnet Recycling Submission Requirements: 4. Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to Shari.C.Trigg@nasa.gov or Rosalia.Toberman-1@nasa.gov no later than Tuesday, March 25, 2014, 3:00 p.m., PDT. The submission will address all questions in the Capabilities Questionnaire and your ability to perform the services stated in the Project Information section of this Sources Sought.
