Description
This sources sought announcement is for information and planning and market research purposes only; it is not a commitment to the Government. A contract may not be awarded as a result of this sources sought announcement. The Mission and Installation Contracting Command-Fort Belvoir (MICC), on behalf of the Arlington National Cemetery (ANC) intends to procure non- personal services necessary to perform landscaping and gardening tasks. The contractor shall provide a capability statement that addresses how the vendors will provide the personnel, supervision, supplies, materials equipment and non-personal services necessary to meet the government minimum requirements IAW with the following specifications: Plant and Maintain Spring Flower Beds: The Contractor shall plant and maintain spring flower beds. Plants shall remain in a turgid, healthy condition from the time of unloading to the time of planting. Plant and Maintain Fall Flower Beds: The Contractor shall plant and maintain fall flower beds. Plants shall remain in a turgid, healthy condition from the time of unloading to the time of planting. Maintenance season shall continue until flowers are spent the following late winter or spring. Plant, Maintain and Warrant Perennials, Ground Covers and Ornamental Grasses: The Contractor shall plant, maintain and warrant perennials, groundcovers & ornamental grasses. Follow all the same requirements for bed preparation and planting. Plants shall remain in a turgid, healthy condition from the time of unloading to the time of planting. Plant, Maintain and Warrant Shrubs: The Contractor shall plant, maintain, and warrant shrubs. All shrubs shall meet American Standard for Nursery Stock ANSI Z60 1-2004. Provide Gardening Services: The contractor shall provide gardening services. Tasks shall be gardening work other than planting the quantities of flower beds, and shrubs described previously. Anticipated work months are mid-February through December. Create Landscape Beds: The contractor shall create landscape beds. In area(s) outlined by the government, the top six inches of existing soil shall be removed and replaced with six inches of topsoil. Install Memorial and Veterans Day Podium Plants: The contractor shall install memorial, and Veterans Day podium plants. COR will select plant material for Memorial & Veteran's Day displays two months prior to Memorial & Veteran's Day Events. Weed, Edge, Mulch and Maintain Tree Basins: All unsightly weeds shall be removed below ground level from tree basins on a daily basis (Monday through Friday.) An unsightly weed shall not be permitted to exist for more than two days. Topdress and Freshen Tree Basins and Landscape Beds: The contractor shall topdress and freshen tree basins and landscape beds. In addition to the routine addition of mulch as needed throughout the year, twice yearly - between May 1st and 20th and again between October 10th and November 10th - a top-dressing with a one to one and a half inch of new mulch is mandatory throughout all beds and tree basins. Contractor shall remove all existing mulch so that the total specified depth is not exceeded. Contractor shall be responsible for leaf and debris removal prior to new mulching. This twice-yearly topdressing shall also include an even distribution of fertilizer throughout the beds and tree basins - if directed by COR. The fertilizer shall be applied immediately prior to the addition of mulch. The COR shall be provided with fertilizer record within 48 hours of fertilization. See paragraph 5.16.3 for details on types of vehicles permitted in the Columbarium Courts. Weed Curbs, Walks, Plazas, Steps, Roads, and Drainage Basins: The contractor shall weed curbs, walks, plazas, steps, roads, and drainage basins. Curbs, walks, plazas, steps, roads, drainage basins and walls shall have all weeds removed not less than every five (5) days. Plants shall be killed and/or removed to a level below the face - or ground level - of the structures listed above. All plants - alive or dead -shall be completely removed from the work site. All weeds, regardless of size shall be removed within one day of appearance at the Tomb of the Unknowns, Memorial Amphitheater, Ceremonial Mall, Welcome Center Pedestrian Entrances, Welcome Center Tour mobile turnaround area, Administration Building, and Kennedy Gravesites. Trim Ground Height and Spread: The contractor shall trim groundcover height and spread. Groundcovers found throughout the Cemetery in places such as Columbarium Courts, Civil War Unknowns, Niche Wall, and Welcome Center Parking Facility shall be trimmed back not less than four times a year. Groundcover sites are not limited to the above sites. Trimming cycles shall be assigned by the COR, and shall occur approximately mid-April, late May, again in July, and again in September. Maintain Indoor Plants: Indoor plants shall be maintained in a state of excellent health and appearance. Plants shall be properly fed and watered, kept straight, dust free and insect and disease free. Contractor shall visit the work sites as many times per week as necessary to ensure the above. Decorative mulch, chips, or moss shall be replaced or added as necessary. a.Install Holiday Plant Material at Welcome Center: The contractor shall install holiday plant material at welcome center. Contractor and COR will decide upon holiday plant material to be purchased and installed at Welcome Center in a meeting to be held not later than October 15 of each year. Using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 10:00AM, 25 March 2014, the requirement will be solicited as a 100% set-aside for small business accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns with NAICS code 561730 and a size standard of $7,000,000.00 are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages must not exceed three (3) pages and must be submitted via e-mail to Ryan D. Marion, at ryan.d.marion.civ@mail.mil at no cost to or obligation to the government. Areas or tasks where a contractor does not have prior experience should be annotated as such. To assist us in maintaining a list of small business interest concerns for this procurement, please provide your company's name, point of contact (POC), address, phone number, and business size under the above NAICS code to Ryan D. Marion, Contract Specialist, for this procurement. All amendments will be posted and must be retrieved from this website.
