- The solicitation number is HHS-NIH-NIDA(SSSA)-NOI-14-127 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Simran Kalra, M.D., 2304 Glenmore Terrance, Rockville, MD, 20850. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contacts awarded using FAR Part 13- Simplified Acquisition Procedures are exempt from the requirement of FAR Part 6-Competitive Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, dated January 30, 2014. There is no set-aside restriction; the associated NAICS 541990 and the small business size standard $14 million. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures. The Section on Behavioral Pediatrics in the Pediatrics and Developmental Neuroscience Branch (PDN), National Institute of Mental Health conducts clinical research on a variety of childhood behavioral problems including research to identify both biological and clinical factors which influence the onset and expression of behavioral symptoms and to develop more effective treatment and prevention strategies for childhood disorders. Currently, PDN's research is focused primarily on autism spectrum disorders (including autism, PDD-NOS and Asperger's disorder) and obsessive compulsive disorders, including the PANS and PANDAS subtypes. This contract will allow Dr. Kalra to work in the laboratories of Dr. Avi Nath (NINDS/NIH) and Dr. Carlos Pardo (Johns Hopkins) to analyze serum samples from children with autism, non-autistic development delays, or typical development and their mothers. CSF and serum samples from children with acute-onset OCD (The PANDAS subgroup) also will be analyzed. Dr. Kalra will use laboratory resources of Dr. Nath and Pardo to measure auto-reactive antibodies in the CSF and serum samples and will then characterize the antigens recognized by the antibodies to determine if they have etiologic relevance to these neurodevelopmental and neuropsychiatric disorders. Dr. Kalra will analyze clinical and biological data from subjects with autism or OCD. She will write and edit manuscripts for submission and will serve as a co-author on additional papers. The period of performance is for 12 months. Dr. Simran Kalra worked in PDN from 2008-2009 and has extensive experience with PDN's research. Further, she had training in an NIMH basic science laboratory which prepared her to perform the laboratory assays. Finally, she is a board-certified pediatrician with extensive clinical insights into PDN's patient population. She is the only physician who can claim this unique combination of knowledge, skills and abilities required for the complex requirements of this contract. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award; the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
