- Avtron Test Stand Draft PWS NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought Synopsis (SSS) is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219, which has a corresponding Size standard of $19.0. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Program Details: The Ogden Air Logistics Complex Contracting Directorate is conducting market research to determine if this effort can be unrestricted competition and/or a total Small Business Set-Aside to provide the government with on-call technical support for the B-2 / F-22 AMAD Test Stand (made by Avtron) with all the support equipment and test stand adapters. This service shall also provide on-site support when requested for the items previously listed. The on-site support will provide at a minimum: labor, parts, tools and supplies necessary to maintain, repair and calibrate the B-2 / F-22 AMAD Test Stand at Hill Air Force Base, UT. NAME OF KNOWN SOURCE(s) CAGE CODE AVTRON Aerospace 01014 This service shall provide technical support of the B-2 / F-22 AMAD Test Stand. This would include both On-Call and On-Site support. In Accordance With (IAW) the Performance Work Statement (PWS) the contractor would have one business day in which to respond to the government for a request for technical support. A draft PWS is attached. Acquisition Strategy Questions: 1) The government intends on using a time and material and firm fixed price pricing-arrangement. If you have rationale for a more appropriate pricing-arrangement, please provide it. 2) If you have rationale for a more appropriate NAICS Code, please provide it. 3) If you identify your company as a Small Business, please indicate (with supporting rationale) how your company would be a Small Business given the restrictions identified in sub-paragraph (b)(1) of FAR Clause 52.219-14 (which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern), based on prescribing language in FAR 19.508(e) and 19.811-3(e). 4) The government currently considers (in accordance with FAR 2.101) this requirement to be commercial. If your company has rationale supporting a different position, please provide such rationale and specifically trace it to appropriate portions of FAR2.101. 5) Identify (with rationale) if the Service Contracting Act would (or would not) be applicable based on the "service employee" Part 541 of Title 29, Code of Federal regulations. If you identify that the Services Contracting Act would not be applicable, provide rationale to support that enough of the employees are expected to be "professional employees" instead of "service employees" (as defined by the Services Contracting Act and part 541 of tile 29, Code of Federal Regulations) for the Services Contracting Act to not be applicable. 6) Please identify with rationale how you will comply with Technical Orders and Original Equipment Manufacturere (OEM) requirements, as identified in PWS paragraphs 3.2.2 and 3.3.2. 7) List name of contract, contract number, DCMA, and Administrative Contracting Officer for similar projects/services that your company has provided to the Government and/or commercial industry. Contract award decision may be based upon an evaluation of cost and non-cost factors (i.e., technical capability, past performance, etc.). The Government requests interested parties to submit a letter of interest, brief statement of current capability and responses to the following questions. The Government will use this information to determine the best acquisition strategy for this procurement. Interested and qualified sources should provide the following information: (1) Company name, cage code, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) A list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; (3) Information about your company and why you think you can perform this service; (4) If your warranty is outside of the commercial norm, please indicate what your warranty is; and (5) Can you provide a cataloged price list of your parts? Responders are advised that the Government will not pay for any information or administrative costs incurred in response this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. The information received will be utilized by the Air Force in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified.
