- EVALUATION OF HEAT TREATMENT FOR U-BEND STEAM GENERATOR TUBES The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Request for Proposal for a full and open competition. The type of contract will be a cost-plus fixed-fee type contract. The period of performance for this contract is eighteen (18) months base year. The designated North American Industry Classification System Code is 541690, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 500 employees. The government anticipates a contract period of performance of June 3, 2014 to December 2, 2015. The objective of this requirement is to provide an experimentally verified assessment of the adequacy of industry techniques and guidelines for thermal stress relief of alloy 600 and alloy 690 steam generator tubing. The Solicitation/Request for Proposal (RFP) will be issued utilizing FAR Part 15, best value/trade off. The government anticipates release of the solicitation on or about April 4, 2014, with a projected closing date on or about May 6, 2014. These are projected dates and are subject to change. The solicitation will be available through the FedBizzOpps website at https://www.fbo.gov, and through FedConnect at https://www.fedconnect.net. All interested offerors shall be registered in FedConnect in order to be able to submit a proposal. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through FedConnect website and FedBizzOpps website. The solicitation document and its related documents, as appropriate, will be posted at these websites; therefore, interested parties shall not send letters, e-mails, or faxes requesting copies of the RFP. Interested parties shall be responsible for monitoring the FedConnect website and the FedBizzOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government shall not reimburse interested parties for any costs associated with responding to this solicitation. Interested parties doing business with the Nuclear Regulatory Commission must have a Data Universal Numbering System (DUNS) number and must be registered in the System for Award Management (SAM).
