- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the procurement of a software license and maintenance to include one year and two option years; software is manufactured by C.M. BEASY Ltd of the U.K. Software is available through an authorized U.S. distributor, Computational Mechanics of Billerica, MA. BEASY software offers a range of computer simulation software to predict the effectiveness of cathodic protection systems to include corrosion and fracture solutions related to U.S. Naval vessels. The proposed purchase order is being solicited on a sole-source basis to Computational Mechanics of Billerica, MA. The proposed action is for the procurement of supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Computational Mechanics is the authorized U.S. distributor for BEASY software maintenance renewal agreements to include upgrades. The use of this BEASY software supports the signature/corrosion modeling work currently being undertaken at the NSWCCD. The NSWCCD intends to award a firm fixed-price purchase order to Computational Mechanics Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 06 April 2014. This notice of intent is NOT a request for competitive proposals. However, all responses received by 04/06/2014 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
